Judgment's hook should also add to some unhook perks for survivor.
Judgment's exile mechanic is a very present thing in lobbies, you get the heresy somehow, and exile them. Having so many perks nullified because of a 4 second button press, is really wack. (Stuff like this exists for both sides, but those are both bad and should be addressed.) I believe, SOME unhook perks should carry to the exile unhook. Especially, We'll make it or DS.

I mean Pyramid Head doesn't seem to be ruining games as its a fair trade off removing the strongest perks from both sides (Gen regression and anti-tunnel)
Killer gets to choose their perks accordingly though. Survivors just get their builds nullified.
It's not really a 4 second button press you had to get hit twice and the judgement doesn't really know where you'll come back and on top of that you get massive unhook protections you earn in exile so I think it balances out pretty well.
If there were any adjustments made to The Judgement, it wouldn't be this. Her exile is balanced in my opinion. I disagree with this post, respectfully.
For any hook stage on any killer you need to down the survivor, that's not what they're talking about. They're talking about how instead of having to pick up, carry, and hook the survivor (which, in all, let's say on average takes 10 seconds), you can trigger one animation that lasts a couple seconds. Plus, although the killer doesn't know exactly where you are "hooked," survivors can only be saved at the two shrines nearest to the killer, and the killer does not give any anti-camp. I can definitely see this getting abused, especially since in the PTB many people have experienced being spawned in right in front of the killer, so there clearly is no code in place to spawn you a certain distance from the killer. The extended endurance wouldn't matter much if you get instantly m1'd and then shot by a laser beam
I think it's not as bad for Pyramid Head since it's not as consistent. Pyramid Head has to get the survivor to walk through his trail, which isn't too hard but it often wastes time. The Judgement is like if Pyramid Head applied his trail to survivors by hitting them with his m2. Actually, it's exactly like that. They even both get a mini mori, but the Judgement's is infinitely easier to get.
The other issue is obviously like @cogsturning said, the killer player may be restricted in what perks they can effectively use, but that downside is known to them going into the match whereas survivors have no way of knowing. Judgement players will know they shouldn't bring Pain Res or Pop, so they'll just bring Eruption instead, achieving the same effect of gen regression anyways. Survivors will hop into a game with Kindred, Deli, We'll Make It, Resurgence, literally any anti-tunnel perk (DS, Blood Rush, OTR, BT, Babysitter), and even perks like the already terrible Fast Track and potentially have their entire build deemed useless. That's not even including that the Exile and the mini mori already make flashlights almost useless, alongside perks like Background Player, Power Struggle, etc. This just creates an effect where the killer would be at full power while survivors could essentially be perkless if they're unlucky enough to have been running certain builds.
You don't see the aura of the shrines as Judgement and you can barely hear them, it's kinda on the survivor if they're liberating next to the killer considering they have two options and the killer can't be in both places at once.
There are seven shrines. The spacing is not far and they're very visible, and they're near gens. The killer can easily camp them (and a 3 gen at the same time.) In my few ptb pub matches killer's were already abusing this.
And yeah, as already stated by @Archangel2O, I also had two instances in the ptb where people spawned right near the killer, actually at the same spot where they'd been banished. People suddenly spawning back in somewhat disorientated and totally out of position with the killer on top of them is actually worse than being unhooked in their face.
I believe the new perk Hex: Under Your Thumb is the first perk in the game that works on "gaining a hook state" and not "being hooked". So it is possible future perks/updates will become like this.
So killers will get somethign simular to shoulder the burden in bright future you think?
Now for every hook even when its cage from pyramidhead or exile from judgement the survivor needs to be downed and always will need to be.
Well this type of wording already means that someone who uses Shoulder The Burden will trigger whatever effects the perk has. They are not hooked but gain a hook state.
do no harm was the first perk to care about hook stage and not being hooked
I guess, but that is more about how many they have and not an activation condition like "when a survivor is hooked".
