This is the Dev badge, can only be got if you work for BHVR I'm afraid.
I came across someone who had the developer's banner and the crow badge from the Lights Out tome before the tome had even started. People are hacking them sadly.

I saw a red crow banner one on a BHVR post about light's out and I know I gotta get that one when it's available. But yeah, hacking and putting using unreleased items is buns.

It is already available. It is the reward you get from completing the event tome for Lights Out.
And you don't even need to play Lights Out to get it.
Yeah it's part of it, there's a crow banner to compliment the badge. I think it was leaked or some dude hacked it.
yup , had a hacker / cheater using this badge , plus the usual endless DS , unbreakables etc 😕

Nah, it's not. I've seen people say it's a developer's banner but I'm not so sure about that. The Ace hacked it though, as he had the crow badge before Lights Out started, so he's definitely not a developer lol

Funny that someone uses cheats to get the Dev-Badge and Dev-Banner, but does not care about getting all Perks on their characters.
Priorities I guess.
