I really like The Unknown, but I wouldn't say it's S tier. Very solid killer though. Not a common pick so the counterplays are less known in general.
I'd say high B tier.
The one thing I'd love to see for it is Blurry Photo basekit. That addon seems pretty much mandatory for using your TP mid chase.

How often do you see killers rage quit? The discrepancy between both sides says a lot, unless you're one of the killer mains who think killers win most games because they're more skilled than survivors on average and not because the game is massively unbalanced.
Killers don't have an option to leave the game early without a DC penalty. Survivors do.

2 second fatigue would be pretty busted.
I do think some minor speed + duration increases would be welcome, probably not to the degree that you're suggesting, though. I agree with Mischief List being basekit (i literally never take it off, Legion feel downright unbearable without it), but those speed values you suggested might end up being a little much.
Frenzy should work on Oblivious Survivors too, I agree. It's kind of weird how Doctor's power works fine but Legion's doesn't.

Deja Vu doesn't really need a nerf in any capacity. 6% Gen Speed bonus is not all that significant at all.

Pallet Immunity is a very good addition to her kit. It opens up a lot of mindgame potential and allows her to clear pallets without eating a stun.
Her getting kicked out of her power when picking up is whatever. It'd be neat if she didn't but with the Pallet Immunity it probably should do that.
I don't think permanent demanifest is a good idea.
Longer TV cooldowns were worse.

I don't think giving every single killer a reload mechanic is either a good idea in terms of balance or remotely fun.

PTBs stay open for a week, and we get a dev update following them sometimes. It's not every PTB we get one, though.

I don't think so. For every killer that deliberately doesn't tunnel with it, there'll be 5 who never give up a chase on a Survivor because they're dead on hook or whatever.

I mean you can't apply a Brand New Part to a Generator because you literally can't start the Interaction. Weaving Spiders is different in that regard.
I'm not sure why you think more than 1 Generator being blocked at a time is rare either, Grim Embrace is pretty meta at the moment and that blocks literally every single Generator on the map.

it provides 10 charges of progression in the form of removing charges. it used to provide raw progression before the live release in the PTB.
In a technical sense, it doesn't apply any progression. Therefore it should be exempt from the Generator Blocking rules.

Weaving Spiders is an edge case as in it does not provide progression or regression. It only changes the required charges. It should not be blocked when a generator is blocked.

The rework ended up super broken, so it was scrapped for the most part.
They gave them a bunch of QoL changes, though.

This does echo a lot of the frustrations I have with Sadako. The thing that bugs me the most is that tapes don't feel like they do anything in this iteration of her kit. They're just there as a free TV shutoff. 1.0 had Passive Condemned, 2.0 had Condemned on hit but 3.0 doesn't really have anything at all.
I'm not sure if Passive Condemnded would be appropriate with it being easier to apply it than her 1.0 kit, but I think Ring Drawing becoming basekit would be a good idea.
Another idea I had was that Survivors carrying the Tape do not hear the Lullaby. This makes them more susceptible to attacks without increasing Condemned at all.
I also agree with Reiko's Watch being made basekit (again). I don't like how they only add partial amounts in terms making addons basekit. Imagine if they'd Wraith like 5.4m/s when reworking him the first time around. Basically the same kind of thing.

Even though it only activates on Deep Wound, it's still pretty good. By itself, it works if you can force the killer to hit you in the 10s of base BT, and gives you extra safety when healing.
It obviously pairs best with DH and OTR, but is still ok on it's own.

My wishlist is pretty big, but a few big ones include:
Inner Focus (god just remove the range limit PLEASE it'll be decent)
Overwhelming Presence
Genetic Limits/Septic Touch (they're both similar in action and quite equally bad)
Deathbound
Pharmacy
Basically every single Tools of Torment perk at this point apart from Background Player

Except the fact we can't pass the scene as survivor as killer (just spoiling it a bit pressing 'Escap' during the anim), I feel that useless, ugly & unsightly (pure free violence ? ok BHVR)… just a perfect waste of time.
The only thing useful for the killer to mori someone is that saves him a hook. But as soon as the broken hooks will repawn after X times in the future, these 'secret offerings' (but 'secret' for anyone tho') are fully useless.
Finally, it adds absolutely nothing to the killer's gameplay, except some childish screenshots & fanarts exposed on their own profiles (that we can't even 'contemplate' during the game…).Violence??? In my horror game??? Imagine.

Yeah I still don't know why they haven't changed this. They say "blocked gens can't receive progression", but they're not getting progression, they're having the total charges reduced. It's different.
It's not stated on the perk at all that blocked generators don't work with it either. It's really annoying and makes the perk far less appealing. It has a very high cost so it needs to be consistent.

killer perks are not suppose to be fun for the survivor. they're suppose to be fun for killer. I don't have fun when the survivor hold-w with lithe or uses distortion to block aura perks. Perks shouldn't be nerfed or balanced around the other sides fun.
I mean, yeah, but there comes a point where a perk becomes TOO annoying for the other side. Does Franklin's cross that? I don't know, I just personally hate it with a passion.
Fun for the other side is always part of the balancing when it comes to dbd. Things that are really unfun generally get attention.

I don't think Weave Attunement is miserable to go against, it's just that Franklin's is so damn annoying with how fast it eats your charges.

I mean you could also just not hold out your power for extended periods of time. Being able to close distance while also being able to shoot a projectile would be kind of obnoxious, there's a reason projectile killers slow down when they pull out their powers.

The reason why I am against so much anti-tunnel being added to the game is that it literally only hurts already weak killers like Pig, Trapper, Freddy, Ghostface, etc. These killers literally need to tunnel to make up for the fact that they are bad. It is the only chance they have to win against decent teams and changes like this destroy that chance. DS + OTR makes it almost impossible already.
I mean, that's not really an argument not to add anti-tunnel perks. That's an argument to buff those killers a bit.
As for the OP I don't think DS needs a timer increase, personally.

In my experience Legion getting a 5 hit Frenzy down against semi-good Survivors is way more Rare than Ghostface pulling off a marked down. They are much less consistent.
I mean, as in Legion excels at keeping Survivors injured. Not 5-hit downs.

Her Traps have a significantly bigger radius than Trapper's. She also gets more of them.
Hag is already pretty obnoxious at 4.4m/s, I don't think she needs to be 4.6.

I think he's pretty bad. The worst of the stealth killers for sure. He just doesn't really have much going for him, he's a pure m1 and that's pretty much it. No mobility, still a pretty long cooldown, janky stalk and reveal mechanics. I WANT to like him but he's just… bad.
At least Legion can consistently make people one shot with their power.

I mainly focused on leveling up Survivors this event, since I already have a killer p100.
I got 568 cakes on Sable, and over 300 of each event item. On Saga I got 265 cakes and over 150 of each item.

I'd say it has to be Dredge. They knocked it out of the park visually with everything in that chapter.
I just wish Dredge was a little stronger…

Midwich and Badham have been long overdue updates at this point. They're probably the least balanced maps for their respective sides.

But who knows, if that happens maybe they'll do the same for killers.
Voice Lines would be sick. Freddy would be the perfect candidate to getting them.
I know everyone wants Robert Englund to voice him, but honestly having Jackie Haley do it would be nice as well, considering it's the remake Freddy and I don't think they'd have Englund voice him.

I don't like the current sleep mechanics at all. Microsleep is really boring as it essentially leaves you powerless for up to 90 seconds at a time.
I'd like to see manual sleep come back, but on a shorter Dream Transition timer, like 3.5-4s, similar-ish to the uncloaking killers. Having "awake" and "asleep" be two very distinct states were a major part of what made his old kit feel more thematic.
I'd also like the Dream World to get visual changes as well. Thicker Fog and stuff like that.
