Well, you can blame Legion for the Thanatophobia-Buff not coming to live. You cannot design a Killer which makes it pointless to heal and then buff a Perk to being Dying Light.
How about you blame the devs instead? They're making the game.

Honestly, I'd rather see the lower tier killers get buffs to compensate for their weaknesses and bring some variety to the game at higher ranks.
I doubt that it will happen, this game is pretty much survivor sided, remember.
