At least currently there are two survivors, which doubles your chance of finding one. Both have a legitimate reason to hide, as they want the other tp die so they can escape. If hatch was removed toxic players would sit in a corner and hold the game hostage, or if the killer was able to open the door, they would get a free escape.

Do you understand what would happen if hatch was removed?
Survivors that were determined to survive as long as possible or were just salty would just hide in a corner until the match automatically ended.
This would make a large portion of killer games an hour of searching corners.
It would never make it past the PTB, or pronably not even to the PTB

I mean odd in a horror game.
Not a game where killers get body blocked by survivors, then sometimes proceed to stand in front of the hook for prolonged periods of time, and then sometimes get kicked from the game by "subtlety" cheating playes

The way that someone can use their body to block a killer without, getting shoved or something is... odd. Giving other ways to interrupt the killer to save your teamates would make more sense.

Yep, they've never fixed it and probably won't get around to it for a long time.
Although they have banned some "subtle" cheaters, they are still pretty common.

If your having trouble at your MMR, I reccomend letting people go for a bit, which will lower it. This wi cause you to play agianst newer players, which means less gen rushing, bodyblocking, flashlight saves and overall less sweaty games, altough you probably will still the same amount of T-bagging at the exit gates if you don't make it clear to them that your friendly.

Changing the exhaustion timer to 30 seconds will help the perk not be the weakest exhaustion perk in the game except like BL on shelter woods. Issue with smash hit is that even if you get that 30 second exhaustion timer, it’s still wildly inconsistent depending on the killer. Get a huntress or nurse? Guess you don’t have an exhaustion perk that game, whereas at least with the other exhaustion perks you can at least guarantee value each game.
Any perk that depends on pallets will be massively affected by the map, I do not belive there is any way to fix that without redesigning every map.
Also Dead Hard is sometimes, altough very occasionally not useful. Against legion and Deathslinger its not much use if they use their power a lot.

Maybe giving Dead Hard a 60 second cooldown, while lithe with 50, SB with 50, BL with 40, and Smash Hit with 30 would be an interesting rebalance to make exhaustion perks close to equal in strength, or at least viable.

No they're not. The changes in the update are good but aren't enough to fix the major issues right now. Why the devs refuse to nerf Eruption is absurd. They won't do something simple like reduce the duration to 15 seconds and go from there.
Your Solution to Tunneling
Sounds good to me. The fact that it's disabled in endgame is what prevents it from being too good. They should put something like this on the test server.
Your Solution to Camping
I think a good fix for camping is to get rid of hook grabs and disable or get rid of the damage of Killer powers when they're inside 10 meters of the hook. This is to prevent Killers like Bubba, Huntress, Myers, etc. from just making it impossible to rescue a Survivor. Maybe these 2 rules can be disabled when all gens are completed. I think these 2 rules are simpler to implement than your suggestion but they seem interesting nonetheless.
Your Solution to Gen Rushing
I think it's a great idea to test. I don't think Stake Out needs a nerf. It relies on skill checks which are random on when they appear. So the perk is unreliable. Prove Thyself on the other hand is way more consistent as it doesn't rely on randomness to work.
Encouraging More Hooks
Yes, buffing Killers when they hook more than 1 Survivor is the right way. We need less incentives to tunnel somebody out.
Perk Changes
I disagree with Dead Hard. Giving it Hindered would kill the perk. People would just switch to Lithe to extend chases instead. I think Dead Hard is balanced now. Just flick when you're near the target and they will Dead Hard. That or just hit the air when you're catching up.
The changes to Eruption, Call of Brine, and Overcharge are all interesting and should be tested. That or cap gen regression to 200%. Anything higher and the progress lost is way too much.
Conclusion
I like 90% of the ideas presented here and they deserve to be put on the ptb. There's really no downside to testing stuff on there, that's what it's there for.
You're probably right about Dead Hard, my main thought for that change was for this change to lower the usage rate of it, but the hindered may be a little bit overbearing. Maybe buffing the other exhaustion perks that are rarely used (like smash hit) by reducing exhaustion to 30/35 seconds for those perks could work.
Also the stake out nerf will only effect combining it with hyperfocus, it will still apply the same amount of progression, and even more if the survivor hits a great skill check.

Also the torn bookmark isn't that good of an addon anyway, especially for an iri one.

The Dredge and The Blight would be my picks
The blight is one of the best killers, althoguh requires a lot of skill and practice to use well.
The dredge is... average, but is a lot of fun in my opinion, and has decent anti-loop.
I believe you should choose the dredge, ad you already have a top tier killer (artist).

It takes 90 seconds for a survivor to do a gen alone, with no great skill checks and no perks that increase gen speeds. Even a new survivor will hit great skill checks sometimes.
It takes 360 seconds for a killer to fully regress a gen with no regression perks, thats 6 minutes...
Even with COB it still takes 180 seconds for a killer to fully regress a gen.
Overcharge has to stay on the gen for 30 seconds to stack up to full regression...
It will take over 2 minutes to fully regress a generator with both COB and Overcharge if no survivor touches the generator.
I don't think you even have an argument anymore.

Most people probably wouldn't put Wesker in top 3, but his map traversal and chase are better than spirit's in my opinion.

Maybe killers wouldn't need to stack slowdowns if survivors didn't stack perks like hyperfocus, stake out, prove thyself, and BNP/Commodious toolboxes.
I do agree that being able to stack 4 slowdowns should be changed, but survivors being able to stack BNP and 4 gen perks needs to be changed as well if being able to stack slowdowns is changed.
Also, are you seriously complaining about lightborn? Just dont use the flashlight, its not that hard...

Although it is slightly killer sided, RPD is one of the most balanced maps in DBD. This is mostly true, because shelter woods and coldwind farm exsist.

The majority of the players who use Dead Hard arent cheating, although it is easy to tell which ones are using auto DH.
An easy way to detect it is just to hit them, as when they use when the script their charcter makes the downed sound instead of the injured sound they are supposed to make.
It is possible to bait auto Dead Hard by swinging over a pallet, which will trigger the script.

I know I am restating what everyone else said, but its common knowledge if you've played the killer.
Sadako is low B tier at max.
She has an M1, a teleport, and small mind game ability though demanifastation, thats it.
She is easily looped by confident survivors and doesnt have any way to get across the map quick enough, without waiting 100 seconds for her TVs to turn back on.
She is only really viable if you are running the condemnation strategy.

Giving solos basekit information wouldn't help them that much, it would mostly discourage them by showing them that their teamates are hiding in bushes or lockers...

Dead hard is in a much better state than it was before 6.1.0. It requires much more skill to use than the old DH and is still the most common exhaustion perk.

Eruption doesn't really need to be nerfed, it needs to be changed so it is just as effective agaisnt SWF as it is against and solo. Removing the incapacitation and making it block the generator for 25 seconds could work.

Killer perk:
After maintaing chase for more than 7 seconds, the survivors aura will be revaled to you for 1, 2, 3 seconds once every 10, 7, 5 seconds.
