It is not. Nor it is overtuned. It already got nerfed enough, it currently is perfectly balanced but BHVR balance team is completely clueless as always and nerfs things for the sake of nerfing things.

Yeah, basically this. There just is way too many killers playing (mostly) the same in chases nowadays. Out of the 5 killers released since last year Wesker is the one and only pure M2 killer.

Her power becomes repetitive real fast imo. Also, strength has never been a major factor for a killer's popularity. Artist and Twins have never been close to be as used as Legion and Wraith. People play what they enjoy above all else. Tier whores definitely exist but they'll never be the majority.

If they keep trying to entirely turn survivor gameplay into a skillcheck simulator then yeah it legitimately is on its way to die. The surv mains who are not interested in standing still hitting skill checks the whole game are gonna quit one by one only leaving the gen jockeys and their genrushing builds which in turn is going to be inciting plenty of killer mains to quit.

I've never seen surv mains being particularly vocal against CoB and Overcharge. It only was Eruption that they wanted to see dead.

Even beyond that, this simply is not feasible. There's 228 perks in the game. Even if we assume that 50 are in a really good spot (already meta in this case) and don't need any changes whatsoever, that's over 170 perk updates that need to be done just to balance things.
Instead, we do a bit of both. Most perks are already in a decent spot and see a good amount of use, but there's a few outliers that either don't get used enough or are used way too much. Bringing the top few down and some of the bottom few up is a lot more manageable. You pretty much answered yourself with your example. With Dead Hard being weaker, suddenly there's a lot more reason to bust out Lithe, Sprint Burst, or another exhaustion perk instead.
If the perks on the said throne are genuinely not an issue then what's the problem? The whole powercreep argument is fallacious, if a perk is not overpowered now then it likely never will be. Did you seriously expect current Pain Resonance to ever become too powerful?

Hag has always been a low tier killer. It's just that MMR and the overall seasoning of the playerbase keep proving this fact more and more. She's a noobstomper type of character, very oppressive against the noobs/newbies, very limited and easily countered versus seasoned players who don't fear her power.

The black sheep of DBD killer roster in every possible way. Despite the last changes she still is a monster at 3-genning and underwhelming at everything else and her power in general is just bland and uninteresting.

All they have to do is making it work when you down the last survivor in the map, not the last survivor standing.

I mean it depends on how it exactly is implemented. If the heart pulses are correlated to the exact distance the killer is away from you then it objectively gives a competitive advantage, despite their claims. If it only emulates the 3 layers then that's indeed fine.

I wouldn't call those killer nerfs small at all. They basically kill most of the few meta gen regression perks left. And the buffs that killer got are so utterly worthless that they might as well not even be taken in account.

Not every character is gonna have a stellar usage rate tbh. Every multiplayer game has at least one character, class or whatever that is perfectly fine but not used a lot for XYZ reasons. It's just how it is.

Proper killer addon reworks require actual effort. No wonder BHVR is not interested. Btw, I'm pretty sure they never confirmed the existence of a Twins rework, only some "changes", whatever that exactly means.

Clown's +2 bottles addon still synergizes at least but yeah, they clearly have their favorites. It's just hilarious to see Pinky Finger (although it objectively is among the top 3 strongest addons in the game) getting nerfed twice in the span of a year while C33 and Alch Ring still are getting a pass this whole time. And don't even get me started on Billy.

I don't get it either. I'll never be able to use all the items I have unless I permanently stop investing into every survivor bloodweb and I'm not even a surv main. Some of them do it for the "challenge", I guess.
