Not all of them and it depends on the rarity. The only one we know to be appearing is the Nurse's Blighted Nightingale (I'm unsure if that's the actual name of it). It's of event rarity and so will be 1080 cells, the same as a very rare skin. Regular rares and uncommon will be the standard prices of other outfits too, I believe.
Will they only be aviable for cells or also for shards?

there have been issues occasionally but not regularly where the killer dc's and someone gets hit with a penalty but looks like they got out on their end. now some times that is because they dc'd and their system is reporting incorrectly. another issue here can be a hack but i think this might be unlikely.
Well in the last few days i often heard people complaining that they got a penalty when the killer DCt so i hope if its a bug it will get fixed fast

Yea but thats pretty rare, atleast for me. Almost always, when someone camps or tunnel, its because they want to win.

Dont come with tunneling, because thats not toxic.

It's also not way harder, it just typically requires a PC and the requisite knowledge, which really isn't very much. The biggest deterrence is just not wanting to have to make a new account and pay for online again. In general, DBD has a very, VERY small amount of cheaters, regardless of platform. And a lot that do tend to keep it pretty lowkey, like running to a corner for an insta-heal that no one can see, so no one gets suspicious, or running just a tiny bit faster, things like that. There's also more egregious ones like hooking yourself to block the killer from hooking other people, but those are more rare and blatant, and thus detected easier and more easily proven with video evidence.
Never, ever assume a platform is free from cheaters. It is damn near impossible to keep people from cheating.
Well with harder i meant rarer since almost no one bothers to hack on console since, jist like you said they need a PC anyway.
So it would be easier for them to just hack on PC than on Console.

There is no reason to drag 4 other people in to your desire to play in the most infuriating and miserable way possible.
It may be because Bubba is literally the antithesis of everything that I hold dear as a Pig main, but to me Bubba is literally a case study in everything that could be wrong in killer design. He promotes one of the most toxic strategies in the game, has nothing outside of an instant-down in an AoE attack and the only redeeming quality is the teachable perks, but since the Shrine of Secrets exists, that point is basically null.
Camping is still playing the game. For the most it might be boring, but there are players who enjoy it. Same with people who dislike chases but likes stealth gameplay.

Theres really no need to justify anything to use.
The only problem are the people who use the strong things but then complain when the other side also uses strong things.
Otherwise there is no reason to justify bringing a key or a mori or whatever else. As long as its in the game and not again the rules, its okey.
(And no, selfmade rules doesnt count!)
