I actually never thought about this but now I’m on board. I do it all the time when I play with my friend so it’s only fair that perks and add ons (AND OFFERINGS! “he has a mori!!”) were invisible until the game finishes~

Nice idea! Just a couple of pointers.
Let the hounds have faster speed; 123% or something, otherwise whats the point of using them if you can walk yourself as the speed is the same? dont let them let go of the survivor if youre within 15 metres range; instead just let them go after the 8 seconds. Also, maybe instead of running in a straight line always (it would be a game of luck then), have it so that initially they run in a straight line but upon noticing a survivor within 5 metres of a launched dog, they will pounce on them, no matter whats in the way. (This could help with catching AND hunting — survivors trying to get away and leaving scratch marks and stuff)
Torturous Ways - really OP, change the range for the survivor to be 6/8/10 metres if youre 25 metres away from the hook; and if the perk is used, give an audio cue for the survivor that theyre being watched.
Trauma - Really OP as well— change the recovery regression to 7/10/13% (trust me 30% is a huge difference; unbreakable gives +25% at most, so half of that seems reasonable for a killer perk), and movement regression to 2/4/6% (they move extremely slow already). -
The Take One For The Team perk is excellent, but the killer stun is way too short; the killer would practically be able to hit the survivor straight away. Change stun time to 3/3/4 seconds.
Secondly, the Not On My Watch perk is also a super cool idea, but the movement speed should be slower and with the perk you should not be able to crouch, and carry the survivor only for 20/25/30 seconds before you drop them and they let out a scream (not a shock therapy scream that shows an aura, but like a loud grunt). -
Sounds good in theory but could have many issues, so it would be cooler if the Thing could take form of a survivor that was not in the trial lobby; or someone that died.

You got some great tips, so here's something NOT to do that The Shape once did to me:
I was last in the game, dying state, so The Shape didn't even pick me up, he just chilled in front of me, letting me bleed. Funny story, it was my first time using the perk that allowed me to recover from the dying state once per game--so I did, and he was AFK.
I died that game, it was t e r r i f y i n g seeing Michael appear behind a corner in his Evil Within III and stabbing me and hooking me this time, but I did repair +1 generators and tried to find the hatch (failed). So, long story short, don't go AFK!

I love this idea, I'm not entirely sure about the fact that this killer is only ranged and has no hand weapon to hit people with, I think (similar to the Huntress), The Cupid needs something like a love staff or just the ability to stab with one of his arrows rather than shooting it. Then again, this would mean there would probably need to be a limit on the arrows, maybe 10 (and if he uses them all to shoot, he just has always one he can't shoot but just stab people with)?
But I love the idea & lore, basically what @xmenfanatic said--something angelic yet corrupt would be an excellent addition, really.

I like this idea really, could be a really cool Christmas DLC thing. I love the lore, and the play on words, this has a lot of potential for sure.
I can only really see issues with the time, like for an example, having the Naughty status and then the kiler seeing you for 10 seconds, that's a little bit too much. and too OP, I'd change it so that any survivor with the Naughty effect can be seen with an aura by the killer if they are outside his terror radius. Also, I think that only things that affect the killer straight on should give the naughty status; eg, blinding, stunning, opening exit gates, and possibly a much shorter Naughty status on involved survivors when a generator is complete. Don't give the Naughty effect for constant t-bagging, this killer would be "The Salty" then, lol.
Also, it could be OP as the killer seems to be able to wrap everything. I'd change that to him only having 3 or 4 rolls per game, so that he has to think about what he wants to wrap, and then to balance that, changing the time taken to unwrap from 3 to 5 seconds, and having non-benefitting and difficult skill checks.
If a Naughty survivor is in the sack, perhaps rather than not letting them escape at all, they can, but their wiggling is 50% slower and are stunned when they get off for 1.5 seconds less than the killer is.
PERKS:
Urban Detection: Change distance to 3/6/9 metres (bit too OP)
Witch's Friend: No survivor vision, that wouldn't be too good, the maps are so dark/have repetitive environments (like trees) that it wouldn't be useful if you were trying to find them, and then not really for anything else.
Hex: I feel as if this is wayyyyy too OP, to balance, maybe if this happens, the killer's 1/1/2 perks get brought down to 1st tier with the survivors removed perks, and/or the killer slows down a bit.Don't let the killer wrap hooks or dying survivors as that would be so unfair, as well as dropped pallets or windows unless there is a strict limit on that wrapping paper.
Overall, I do actually love this idea, it has a very unique twist to it, something I feel the game needs in order to be more dynamic and creative.

Nothing. It gives all other survivors an advantage, and you can just stare back and chill there for 2 mins making the killer waste his time before realising that camping was a big mistake.
Alternatively, it's also not a problem because two survivors (if they're available) can distract + manage to get you off. So, it's just a waiting game and it was never a problem, just annoying.

Tbh I never really thought about it until this post, so yeah that's a cool idea. Short n' simple. But I wouldn't change anything else, the rest of the signal sounds awesome and can really scare you ;p

I wouldn't increase her regular speed, as she can down survivors from a distance really fast, sometimes able to get hits when there are obstacles in between the survivor & herself. Honestly, the increased vaulting speed would be a good idea, just a little bit. She's meant to be a hunter so she needs that stealth; so maybe increased vaulting speed + Meg quiet vaulting abilities, to an extent.

LOOOOL truth. In general, Michael scares me because I could be just chillin' fixing a gen and I'll notice him just standing like 20m away staring at me from the side of a rock and I can feel my adrenaline irl rise about as fast as his Evil Within.

No. That's just salt 100%.
I mean, I get that both sides do stupid things sometimes (killers hitting hooked survivors, survivors not escaping and just chillin' in the exit gates), but it's really all for the banter and no one should take it to heart. It's just a game at the end of the day.
I know that technically speaking, in real life, if for some reason you were a ruthless serial killer stuck in one world forever and some Claudette has the audacity to tea bag in front of you after years of pallet looping, you'd get pretty furious, but this would just break the game really, and probably just end up being a useless feature anyways as people would stop doing it.

Hard to choose, but Michael Myers wins this one ig. Not only does he have a really unique placement/style in game (aside from Freddy), he's just terrifying. Like, countless amounts of times I was minding my own business and I spot him like 15 metres away eyeing me from the side of a rock, like in the movies, lol. He may have the tiniest terror radius ever at first but there surely is a second terror radius in your own heart when you see him doing that lmao.
I also love the Pig, she also has cool features and the fact that she has no terror radius. I think that's one of the most scariest features in killers; them being visible and able to hurt you, but you not knowing if they're there because of their terror radius being almost/non-existent.

I love me some Huntress. It's kinda nice seeing a female killer (I know the Nurse exists, but, well, she is like, strangling herself with cloth over her head and we see none of her features other than her legs) that has a freaking great lore. Although I don't have her, I love playing against her. And in general, well, the fact that she's ranged is great.
