This could be implemented as a Boon Perk. Maybe? It could be too strong though then, making a timed item a better idea.

If I may, how would you implement Vanny? She's not an animatronic. They've also tended to get licenses from their beginning usually (Freddy excluded) so I was picturing more of a suburban map with the pizzeria from the first game.

I realized a small point I missed. The Training Killer AI animatronics do not hook survivors. Only Springtrap can hook survivors.

Not really meme-ing here. I thought those numbers sounded pretty reasonable. Without actually being able to test them it's hard to know. Beyond the numbers though I'm just trying to create a build that captures the vibe of the film and character. Numbers can always be tweaked as you said. I have 500 hours in game, which may not be a lot, but I have a good knowledge of every perk and power in the game. I at least know their text. Thank you for responding! Thanks for your comment.

I have a few that I like from my killer concepts. Candyman, Happy Death Day, The Craft, and Pennywise
Candyman - Sweets to the Sweet:
"There will be no rest for the wicked."
For every 40/35/30 seconds that a survivor is not involved in a chase or objective task (healing, generator repairs, unhooking, cleansing, blessing, or opening gates), 1 second will be added to the time required to escape the trial (maximum 10 seconds). This affects the time to exit the trial, not to the time to open the exit gates.
Happy Death Day - Sweet Treat:
"Always have a backup plan."
Each time you hook a survivor all totems are protected by the entity from being cleansed or blessed for 30/45/60 seconds.
The Craft - Hex: Illusionist
"Then why are you still bleeding?"
While the hex is active, all broken breakable doors and broken pallets appear as unbroken. Dropped and broken pallets will appear as un-dropped only. Illusionary broken doors will be able to be passed through by the killer or survivors. Survivors who are within 4 meters of the illusions will leave blood trails even if healthy for 10/12/14 seconds.

Behaviour's own data they released on their 5th Anniversary showed he was the 3rd most played killer in the game.

Correct, if you remove the Killer's freedom to be a guard the game isnt a game anymore.
BHVR can only solved this with perks that incentivise different play. Like BBQ.
Also Hex Devour Hope rewards killers who don't camp.

Every killer has perks that don't synergize well. This would be less effective on the Doctor, but could be very effective on a killer like the Pig. This would make the broken objects permanently visable for as long as the hex totem is up. Does anyone have any ideas how to incorporate the witch theme better on the maps?

His effect shows fake pallets that can be pulled down, correct? This perk would make downed pallets that Nancy broke look vaultable. The biggest shocker would be any killer seemingly walking through walls. There are some maps with few doors though. It's a give and take.

Honestly I just want Chucky. I've already said there'd have to be arm traps on the ground instead of hooks, since Chucky is too short. For powers I think Chucky's initial strike should latch him on a survivor's back requiring button spam and skill checks to get him off. If they succeed he falls and is stunned, if they don't he lands a second strike and they enter dying state.
If anyone tries to open a chest within a certain range the killer gets a warning and if they respond, there is a 50% chance Chucky will pop out of the chest when opened.
Also when Chucky attacks he jumps up, performing a longer jump when lunge is used. If timed right this allows quick vaulting of all but pallets.

I feel like Chucky is feasible. There would have to be ground traps that grab people's arms or something instead of hooks. He would really suck to face on corn field maps or shrubbery areas.
Candyman is a good idea. Tony Todd is amazing!
I actually had an idea on how the killer from Happy Death Day could be implemented. One obsession would be able to be downed in one shot, but that obsession gets to respawn after death. All generator progress by the obsession is regressed, and while they get an extra life, it also means more potential blood points for the killer.
