I think the issue is that we have so many Perks, coming up with more "general" Perks that have little-to-no prerequisites or aren't pretty situational has become really hard

Spine Chill is dookie doo doo after the nerf, since you can't tell if the killer is looking at you through walls. Only works if the killer has LoS, which means stealth is not really going to work anyway against survivors that pay attention. Slinger only needs about half a second of LoS if you pre-aim around a corner and shoot someone the moment you see them, so Spine Chill would once again do nothing since the average player is not going to see their Spine Chill go off for 200ms and then immediately sprint burst off their gen.
Not to mention I don't see anyone running it anymore, so it's pretty moot to say that Spine Chill actually makes a difference to stealth killers in post-6.1.0. Might as well mention Premonition being a counter to stealth?
Either Slinger is terribly bad and I'm just so totally good and the best killer main ever and 4k ~80% of my games because I'm just soooooo cracked that I can win consistently with low tiers (in a game where playing the wrong killer means you are probably going to lose against good players), or Slinger is actually an extremely strong killer and I'm a pretty mediocre player at best.
It's not that Slinger is a bad killer per se, it's that the overwhelming majority of people playing him are terrible with him or don't understand his power. Imagine if people said Nurse was a bad killer because most players are bad with her. I think Slinger is in the same boat, just no one is willing to put the time and genuine effort into him since his strength is less upfront and obvious when compared to other killers.
Spine Chill is debatably stronger than it was pre-nerf, as it now lights up whenever the Killer is within 36 Meters of your location no matter what. The Killer doesn't have to look at you to know that he is coming.

Most Survivors somehow still didn't adapt to 6.1.0.
While matches are harder as Killer on my end, I still run into my fair share of potatoes. If I started to track stats as Demogorgon, I'd also probably have an 80% kill rate or more

But it has stronger effect. It activates when there is a guarantee somebody is on hook - making it stronger effect. That's what was just written above.
A sidenote - why should every killer perk be useful when survivors have all the buckle ups, no mithers, technicians and bite the bullets? I mean GE really is bad rn, but so are a lot of survivor perks and nobody cares...

and you're ignoring that stealth perks delete Shift + W, and stealth perks have extremely strong synergy with Slinger.
One Slowdown + Two Stealth + StBfL, or Two Slowdown + One Stealth + StBfL is more or less Slinger's best builds. They can't shift + W if you unexpectedly pop up from around a corner and M1 them, and they can't shift + W if you shoot them during their speed boost with StBfL.
Understanding how to nullify your killer's weaknesses is part of being good at them. It's why Bubba runs Bamboozle, why Clown runs Brutal Strength, and why Huntress and Trickster run Iron Maiden. It makes their weaknesses irrelevant.
Spine Chill counters any stealth Killer/Perk.
Slinger is bad. It's probably hard for you to accept that, but he's bad and has no redeeming qualities other than his fun factor, which also got hurt thanks to his nerfs

Exactly my point, No Way Out is actually more flexible than Grim Embrace because it can trigger for partial results if you only get 1-3 of the survivors hooked by the time they touch a gate. Grim Embrace does absolutely nothing if you don’t hook all four so it’s a greater risk of failing and hence should have a stronger effect than No Way Out when it succeeds.
Fair enough, but I still think 80 seconds of 0 Generator progress would be too much.
Maybe give it a 50% unstackable repair penalty similarly to Pentimento for 60-80 seconds

Do you think No Way Out is too powerful at 60 seconds? That’s a hook state as well if you get all four survivors hooked. If you think No Way Out is too strong that explains why you think giving slightly more for a harder to trigger ability is also too strong. But if No Way Out is ok as is then it follows you could make Grim Embrace be a bit longer and likewise still be ok.
The difference is No Way Out activates whenever the Exit Gate Switch gets touched, whereas Grim Embrace activates whenever you hook the 4th Survivor.
With NWO, you're not guaranteed to have a Survivor on Hook at that point, GE is guaranteed

His TR isn't deceptive. If you're having trouble hearing it, use Spine Chill.

I do not acknowledge this as a weakness unique to Deathslinger. Milam actually took the time to describe specifics of why his chase is strong.

It doesn't have to be a unique weakness to affect him. ShiftW deletes all pure chase-based Killers.
It's why I don't think any purely 1v1 Killer is anything over C tier

His 1v4 is ending chases in sub-30 seconds and forcing the survivors into a recovery spiral.
Huntress cannot shoot through walls. He's so different from the other ranged killers that he's sort of his own animal. Trickster and Artist can, but they need multiple hits to get an injure. Pyramid Head can, but his power is much more reactable.
Slinger's add-ons are by and large, pretty alright. Iri Coin makes you into an absolute machine, stun duration add-ons are strong (but I prefer to use other add-ons), Gold Creek Whiskey with M&A makes you into a stealth killer again, and Prison Chain lets you get hits that are impossible without it.
The ADS movement speed add-ons are good when you use both of them together (you move at something like 3.975m/s), the mending add-ons are good if you're trying to save your StBfL stacks, and the mangled add-ons are helpful for that bit of extra slowdown. The reload speed and missed shot add-ons are good for gluing to survivors and denying extra distance. The reeling speed add-ons do too little to actually be useful tho.
You can mitigate chain block with clever reeling. Knowing when to reel and not to reel, whether to walk forward or backward, ect. I'm sure you know all this since you have a lot of experience with him. You can also just close the distance as much as possible then swing to break the chain early, then immediately down them since they are probably quite far from anything safe after getting reeled (Unrelenting is unironically good on Slinger for this reason.)
Slinger can get a down at most non-god pallets after it's been dropped (athiest pallets?). Many pallets are significantly more dangerous against him when dropped because of this. You can force the survivor into panic vaulting and shoot them while vaulting to get a hit, or get them to loop it and then shoot over the wall. But, if you play Sligner and have over 2,000 hours on him, you already know this.
Also, his audio warning doesn't play if you are outside of his terror radius. You need to be in range, and in the terror radius. May I recommend our Lord and Savior, Hex: Plaything? Or M&A with Whiskey? Perks like Hysteria, Trail of Torment, and Dark Devotion are very strong on him as well. (also, never tried it, but Beast of Prey might unironically be good for this too.)
Yeah, he can be very frustrating at times, but I still think Slinger has one of the best chasing powers in the game. What sets him apart is that you need good mechanical aim and skill to get value, when every other killer really only needs you to have experience.

This is a misunderstanding of pressure imo.
If he wins chases quickly (great 1v1), all the killer player needs to do is find the next chase. The best gen regression a killer has is survivors on hooks.
Scenario: one on hook, one in chase, one rescuing. There’s an unhook happening while the next hook is occuring.
How is that not great 1v4 pressure? Focus on winning chases and the teams inevitably collapse.
Again, he is A-tier because his chase is a 10/10. Maybe 9.5/10. That is the most critical stat for killers and he’s out of his mind in that ability.
Again, you're both ignoring how ShiftW deletes his 1v1, which is the only thing he has.

This seems to be the ingredient missing from this thread. He also has a lot more perk synergy than other ranged killers. Like with STBFL or any terror radius reducing perks (M&A, Hysteria, etc.).
If a killer player is struggling with his chase power, you may not be near the skill cap. If survivors are ‘wiggling’ than just ADS cancel. You’ll gain distance. Pretty much every property to him helps the killer player win chases faster.
I would say he’s A-tier off his insane chase potency. S-tier, imo, is reserved for high mobility killers that get hits while moving fast (Nurse, Spirit, Blight, etc.).
He has no 1v4, and his 1v1 is only useful against Survivors that don't ShiftW away as soon as they hear his TR (bad Survivors).
How is he anywhere near A tier? He's not even C tier, mid D at best

It's a problematic play style that can pretty much ruin the fun for one of the players in a match, and by extension to the other survivors that remain in a 3v1.
I'm a killer main and I still understand how dumb being able to quickly all-in one guy out of the game is.
I wouldn't even call it a play style, it's just abuse of power, because the game lets one guy decide to cancel out the whole experience for the other players. That's exactly how it is.
If I'm a killer, I can just decide to tunnel you, thus I randomly decide to ruin the fun for the whole lobby basically. It's pretty much the equivalent of going afk. The guy getting tunneled has no fun, the other 3 guys have no fun because they either do the gens and escape without any sort of interaction with the killer or they end up 3v1.
You lost me when you mentioned fun.

Camping and tunneling is not fun for the survivors so they are being discouraged. And on the other hand they are also trying to make the game fun for the killer. The nerf to dead hard was mainly because it was unfun. Gens got an increased time because losing gens left and right felt terrible and so on.
You can still do it and it will still be effective, even basically mandatory on low tier killers a bit. But those strategies are getting hit because they are extremely unfun.
You can tunnel 2 guys at the same time if you are good enough though and there is basically no counter to that unless they have aura immunity.

Not being able to tunnel literally means that you should not be able to do anything to the survivor that got unhooked for some time, unless he performs a conspicuous action or he tries to body block.

Also a few problem killers are a lot easier to fix than MM. I can come up with solutions to fix MMR also, but the pressing issue is Nurse limiting perk design for every other killer, which is the discussion at hand.
Edit: Also I would ask why you believe Awakened Awareness wasn't good on a Nurse, using Starstruck or not? The max Blink Range is 20m basekit, which was the exact same range of the aura read.

If a Killer is able to win against higher skilled opponents that are running the best Perks/Items/Add-Ons possible. That's what makes a Killer OP.
2.5/3.5s fatigue/2.7s cooldown + 3s pickup = 22/26/22.8m a Survivor starting literally right beside the Killer can run away before the pickup even finishes. As in, out of the 20m.

See ? If you thought a bit about it, you could have came out with a solution to your problem which was the sounds.
If you thought about it, you'd realize I don't want the base-kit DS, nor the DS Perk, to let the Survivor walk free with no counterplay after getting tunneled.
You could just use a Flashlight and blind the Killer after stunning them if you want free escapes after getting tunneled

To address point one, I recommend you take a day and only play her, she is super easy to get consistent results with after the initial learning curve of Blink Charge duration to distance ratio and movement speed during blinks. If you need to I would even use the training wheels add-on Plaid Flannel, as you no longer need to learn that aspect and can simply use the mechanics.
To address point two, I ask do you think the game has actually accurate matchmaking? I understand you can use the example of tournaments for equally skilled opponents, but most matches the players are not really close to being equally skilled. Also if I have 1 survivor doing a gamethrowing tome (hide 90s near the killer), 1 survivor going for Head-On Flashbang/Flashlight plays, 1 survivor playing the game normally and the last survivor doing a normal tome like escape as X, I simply win that match as killer.
I ask you what evidence do you believe is needed to prove a killer is overpowered? I wouldn't agree with kill rates as the only factor personally. I think playing the killer to understand their weaknesses (or lack thereof) is the best evidence, but I can't force you to play the game in that manner.
So your problem is with the SBMM, not Nurse.
Why does everyone complain about Nurse when the true issue is SBMM?

What bugs me off about the most ways people try to "fix" it, is that they assume that the killer wants to play the game efficiently.
Giving him bonuses for not tunneling, will not stop tunneling, as it is still better to get rid of a survivor than any small buff you get to kicking a gen or whatever.
A 3 second stun after picking up is not enough for the killer to lose that survivor. If he wants he can still go after him after the stun.
The killer literally needs to lose any sense of where the survivor went in order for tunneling to stop. That's why it's called tunneling after all, cause you know where he went and can follow him.
I believe blinding the killer solves this the best. A blind killer can't tell where the unhooked survivor went.
Now the only weird part is how do we choose to blind the killer.
We could blind the killer automatically when any unhook event happens, and make the blind last longer depending on how close the killer is to the hook and whether he's facing it or not.
We could blind the killer when he hits the unhooked survivor (letting the survivor still have the BT in it's current form), but that would be problematic in the end game, so maybe remove the blind when the gates are powered ?
We could also blind the killer while also letting him down the survivor ( but making the survivor crawl faster, recover faster, be able to recover while crawling, leave no pools of blood, and have iron will)
There's plenty of options that don't rely on the killer being a nice guy
Tunneling will always exist, no matter what and however much you try to stop it.
The only way to fully stop tunneling is by removing Hooks

I would say it is essentially self evident, and not needed. However for the sake of anyone unaware, they just nerfed PTB Awakened Awareness (to lose the lingering 2s aura aspect) for no reason other than Starstruck Nurse. Instead of fixing nurse to make her Blink attacks Special attacks as opposed to Basic, they nerfed a perk for everyone else instead. This is a consistent problem for the now 28 other killers and they refuse to fix the one excessive problem killer.
AA wasn't good on Nurse.
It's not self-evident. If you can't prove Nurse is overpowered, Nurse isn't overpowered
