I think you're misunderstanding what I'm saying.
I wouldn't care one way or the other if it's implemented or not because the amount of BP spent is negligible.
So do it I guess.

Killer is just stunned for 10 seconds because they found someone again.
Do you know how easy this is to exploit? Survivors will be encouraged to dive bomb rescue because they know the second they see the person they rescue run from the hook, they've either lost both of the survivors or they're wasting an absurd amount of time catching up to either of them. This isn't even going into people who will actively look for the killer for those sixty seconds in an offensive attempt to get them to see them because, again, ten seconds and you're in no real danger unless you get blindsided.
Not to mention, did you just run into a rescued survivor on accident on both of your parts because they took a bad turn? Go ######### yourself for ten seconds, #########!
Incapacitated is also something the devs have said is nasty enough that they don't want it to be on any perk anymore and should be restricted to killer powers, which based on how little it's talked about is something pretty much everyone has agreed with.

If the killer is going to camp no matter what, then having the hook timer just means they're going to stand on top of that person longer. The amount of time is already high enough that if everyone slams gens and leaves, the killer still only gets 1 kill. The only reason killer gets more in this situation is because everyone is too stupid to actually do that, and now the second person is on the hook, and now the other two can't possibly do the gens before the second person dies because everyone is sitting around waiting for an opening someone else is going to provide that never comes.
With the healing numbers increased, killers that AREN'T hell bent on camping someone to death won't feel like they need to do so to stand a chance. They know either time is going to be taken from generators, or that person is going to risk going down in a single hit. And honestly for every second I think on this, the more it looks like it's going to be just fine.

Like I said, I don't see why not since the amount of BP needed to upgrade 3/6 perks to tier 3 is negligible enough that it's not going to affect progress super positively if it is implemented.

Players absolutely should not be able to see the rank of other players. People already dodge lobbies for the rank they CAN see, and we know that rank doesn't mean anything.

There are reasons to slug survivors though?
Oni and Twins both play around slugging survivors to get the most out of their power (in twins case, sometimes the only way they can actually down survivors).
This isn't getting into survivors destroying hooks so that you can't hook their friends in the first place repeatedly.

"I play both sides" isn't a counter to "my preferred side is getting nerf and the other isn't".
Literally every nerf affects a perk that contributes to the "Dual Fortress" thing that's been going on in the game, with Dead Hard being the only real exception. This includes every killer perk which all help to make 3 genning easier.
Healing and hooks are not directly related. One thing being more difficult does not necessitate the other also being more difficult.

The person being affected by someone else's perk should see the perk's picture alongside any perks they may be being affected by positively or negatively (I'm not saying it does or it doesn't, but it should pop up either way).
The person providing the perk should have a visual indicator similar to Spine Chill so you can more accurately figure out if you need to be closer to the person or not. There's no reason it should be affecting more than one person, so I don't see why the perk doesn't do it already.

If you play *insert unfavorite killer here*, you're now staring at the screen for an hour waiting for people that forgot to filter you out.

This has been mentioned a hundred times and it's been shot down a hundred times.
Sometimes there's legitimate reasons to camp someone. If the entire team is there trying to rescue the survivor before you even get the chance to leave, why should you be punished for it?

The problem is that the devs were repeatedly told that players want more objectives.
And their response to this was boons, resulting in a year and a half of that ######### NOISE knowing full well that if I'm not Nurse, Blight, or Plague I can go ######### myself.
I'm terrified of what they might come up with for "interactivity".

This is the first time I've heard of "Survivors tunneling" and I didn't think I would hear of such a concept being used in any way that isn't sarcasm.
If survivors are "tunneling gens" then you aren't pressuring them. And maybe it's something you can't help, but what do you expect survivors to do?

I'm just imagining how grading used to influence ranks.
Killer goes down a rank because he never caught anyone due to focusing too hard on one person for a chase.
Every survivor goes down a rank because they slammed gens, except for the one person being chased who could do literally nothing but run and vault for the game.
What a cool, well built system.

Is it that time for me to mention once again that I bought the Switch version because BHVR said cross progression for that was coming?
You can at least pin Sony consoles on poor research since they never said cross progression would come to those (though they do want that from what they've said), but people on the Switch were straight up lied to at this point.

Healing and Gens were definitely the big problem right now, because Killers felt they needed to camp a 3 gen from the start of the game to stand a chance.
Both healing and gen regression needed something done about them so the game wouldn't be a boring game of tag for an hour.

This still comes down in the end to "My side got nerfed and I'm ignoring the fact that the other side got nerfed too".

Why punish Solo que? They're ######### whether this change happens or not. I'd rather heal over a longer period of time than deal with the killer setting up a 3 gen while I have rock for brains teammates.

It would be slower, but so would all healing with their proposed changes. The perk actually would’ve been even more valuable than it already is with medkits being nerfed.
It may have been a good solo queue perk, but it didn’t change how unhealthy it was and it was still incredibly powerful in SWF too. I actually think CoH has hurt the game more than people realize because survivors have gotten too used to efficient self-healing over the last year and a half and it’s going to be rough now for a little bit when it’s gone, even if they hadn’t nerfed base healing at all. Same thing with killers once gen-kick meta gets nuked in the coming patch (and to be clear, that needed to go too). Players who consistently relied on these tools to win are going to struggle.
I've said this for a long time now. CoH made the game start going into a boring slog of a game that forced you as a killer player into either dragging the game out as long as possible and hope enough survivors don't have the patience you do or never dropping chase, which is all around not a good idea. It's what drove the game into being the "Dual Fortress" style it is today alongside The Knight and The Skull Merchant and this change should have been made a long time ago.
CoH was so bad that I literally never used it as survivor unless the killer was being particularly scummy or was an S tier killer because it just felt like I was cheating if I did that.

Stuff being nerfed isn't random, it's almost exclusively perks that contribute to the boring meta that's been cropping up (3 gen on one side, healing haven on the other).

It would be more accurate to say the problem perks on both sides are being addressed (CoH+DH/OC+CoB), and an area that is innocent to all this is being caught in the crossfire.
It is also being made with 0 thought to the rest of the timers in the game. I thought when gens were getting 10s added to them, hooks would get 5s added to them, to make sure they didn't incidentally buff facecamp Bubba. Sadly those changes didn't come alongside them, and facecamping was buffed. Now all forms of camping will be buffed, as the counter before was to send 2 people for a 55-59s rescue while the last person works on gens. Now there isn't enough time to heal up and reach the hook again in time for a single stage trade. That is a problem, making a massive change without thinking even the basic scenarios through.
The gen and hook timers not being adjusted together I could excuse, as facecamp Bubba/(any other killer from the start) is an edge case scenario. Camping or even Tunneling outright is not an edge case scenario, as both are becoming all the more the norm, and those low risk strats are getting more and more rewarding with every patch. This seems like there was very little to no thought put into a change that will have massive ripples.
People don't seem to be getting this, so allow me to explain yet again.
The game has devolved to a state where killers reliably pick the 3 gens that are closest to each other and are the easiest to defend and the survivors go to a place the killer would never go to place down their own little safe space. This results in boring games of tag where the first side to lose is whichever side doesn't want to deal with it anymore or the people end the game via a tie the game forces on them. People have been (rightfully) complaining about this for months and it's exacerbated with the introduction of Knight and Skull Merchant who are two killers that happens to be able to do this strategy well (or in SM's introduction, was the ONLY thing they could do well).
In response, BHVR has nerfed the most popular perks that contribute to this boring playstyle and made nerfs to healing to encourage killers to actually abandon the post they set up. Survivors can no longer just go in, take a hit, and leave to their impenetrable castle of nothing in the middle of butt ######### nowhere because the perks that help them do this are worse, harder to use, or just not worth using anymore, at least not for that purpose. Similarly, Killers had perks that encouraged them to set up their trench early and made it difficult for anyone to get actual progress on the gens made significantly harder to use.
This will ultimately make the game more about chasing, pressuring, and eventually downing survivors, which I was under the impression was what everyone wanted but based on how everyone is in an uproar over their preferred side getting screwed (conveniently ignoring that both sides had game changing nerfs) it seems the "Dual Impenetrable Fortress" style of gameplay is what everyone really wanted. Which is weird because last I checked people hated Knight and Skull Merchant for encouraging this.

As for the "innocent to all this is being caught in the crossfire" comment, let me point out that the "innocents" are thoroughly ######### either way. Survivors that want to play however they want can't get through the trenches killers dig into their 3 gens and Killers that want to "play nice" (weird terminology but whatever) or otherwise be interesting will be run in circles against survivor SWFs that Tea Bag at the exit gate every game because if I don't mock the Clown for being unable to catch me on The Game, who will? (Everyone, stereotypical survivor main. Everyone will do that.)
