Blood Moon sort of did that.
It would probably be kind of interesting from the survivor's perspective.
It reminds me of how TCM works, you have to find a valve/fuse to activate an exit. But, the killers can turn it off or tear it out entirely if they have Hands on their team.

It could probably make him better, but I am unsure how his mains would react to these changes, specifically the first nerf.

Counterpoint.
The reason for how powerful Exhaustion perks feel, is Vigil.
Vigil is overtuned. That simple. Nerf it, and you effectively nerfed all Exhaustion perks in one fell swoop.

He is basically just Nurse with different packaging.
If you enjoy facing Nurse, you enjoy facing Vecna and vice versa.
I hate playing against both.
The main stupid thing about him is how easy it is to keep up Worldbreaker. No matter what, survivors get screwed. You do clocks, you are practically just wasting time. You don't do clocks, and Worldbreaker lasts basically forever.
You cannot use the "but he takes 4 hits to down" argument because realistically, he is in Worldbreaker 80% of the match.

"lack" of voicelines? TCM had them, and people were annoyed by Victoria crying about Jesse for the Xth time. People are annoyed hearing Orela drop yet another cheesy one-liner about tetanus. If yall want to play a character with voicelines, play the ones who have them and leave Meg, Nea and Jake alone.
I do agree that the game was much more moody and interesting looking in 2016, and that the lighing actively got worse. Not sure about it looking dated, but it does not have atmosphere at all.

Kill Rates are not the best way to decide who to nerf.

In my opinion, creatively, his power is completely fine. In concept, he is fine.
In reality, he suffers because he has many weaknesses, relies on many addons, and newer maps do not accomodate him.
So, my opinion is, buff him. Maybe add a way to recover far-away traps through lockers for instance.
This whole recent thing about throwing traps is creatively bankrupt and stupid. You created a Huntress. This is just Huntress with extra steps. Depending on the context, you also mixed in Freddy.

I don't think THAT is the ideal solution.
Ghoul cannot down with his power. Until that's the case, him being 4,4 is out of the question.
Reducing his hitscan, fine, even removing vaulting with his power if fine, but he cannot be 4,4 unless he's able to down with his power, which no one wants.

She's much better than him.
She can use Thanatophobia excellently, everyone is exposed constantly (unlike GF), she can also use the corrupt purge, ect.

I feel like the perks themselves are fine, but it's how fast people can get rid of Exhaustion that makes them into problems.
Vigil should get a nerf, for sure.

It's not testing, they do that internally, or at least I think so.
PTBs are exclusively to promote the upcoming changes, spark interest and let the content creators talk about it.
Maybe they fix a few bugs they didn't notice themselves, but the players did.

4,4 m/s and losing power on pallet breaks are both significant, but the strength Blight has tempers this.
Wesker already got a number of nerfs (with several under the guise of bugfixes) and is kind of on a low.
Billy is even more mechanically complex and punished way more when not preforming perfectly compared to Blight.
And Kaneki cannot down with his power at all. That alone warrants him staying 4,6. Plus, he just got nerfed too.

If I remember right, the new version of Monitor applies last, so it results in a 15 meter Terror Radius.
But, in all honesty, you might be better off running Undetectable perks instead, since this combo is really gimmicky, and not really reliant.

I have a suspicion this is their way of keeping Undetectable in the kit while listening to the people who said ahe has too many status effects.

Sable is a great example. She's the most picked survivor. She simply "existing" reduces pick rates, buy rates, and overall cosmetic output by BHVR for other survivors.
I bet you anything Sable gets full voicing or a new Sable 2.0 releases with full voice lines, and that survivor becomes the #1 picked survivor. Then people, like you, will complain "please BHVR…it's been 370 days since Claudette/Jake skin….."

I hear this argument a lot. It's a made up excuse or fails to see the alternative - redo the entire dub. Can't get Meg's original VA for whatever reason? Get a new one. It's not rocket science.
Ok, but like…. why.
Majority of the playerbase is either indifferent to the survivors having voicelines, or actively dislike survivors who run their mouths constanly. Most of us are fine with how it is.
BHVR probably knows that too, otherwise they'd rerecord voicelines for everyone.
They know that the best way to please the most people is to just…. do what they do now. Leave the old ones be, and give the new ones voices.

2v8 is, and should be, the fun occasional game mode that comes around for a while, and then goes away so we also can enjoy the normal game.
Permanent 2v8 is not a good idea.

I mean the downside is like how it works currently for springtrap. The passive undetectable is removed when a survivor spots you on a camera. And the aura reveal reveals you through undetectable.

How it works currently. Not that this is the true answer to what he needs. But some back and forth would be nice. Buff in one way to make springtrap more threatening if you ignore the doors. And more strength on the door reveal. Right now he plays just huntress with tp.
The potential issue at play here is that he isn't exactly the kind of killer who needs some significant buffs.
Unless, of course, the point would be to make him a bit more of a stealth killer and bit less of a ranged one.

It's not the end of the world.
And about the "he cannot catch survivors in certain areas!" And? 4,4 is still faster than survivors. Trickster is stumped by high walls, Huntress is stumped by cluttered maps, Hag is destroyed by just holding S, but when Blight cannot easily down survivors in every single spot, it's a problem?
Blight had preferencial treatment until now. That's it.

Idk the list can go on and on, and you kind of just leave off meta picks to rot.
Also please add more if you can think of more, killer perks are also welcome I didn't make a list of them because I struggle to think of recent ones off the top of my headWhile some of these perks are imo perfectly fine, I agree we should do this more.
Rick's entire perk set sucks, so does Dracula's, Taurie has only one good perk, ect.

You have to see the dilemma right? Why would I buy some old jank legendary killer/survivor skin when the MiNa exists? A concrete example is blight. I could just buy the Resident Evil Birkin skin and get new voice lines or spend almost the same on an ascendant one with no new voices.
Why would I buy skins for my old mains (Yui, Zarina, Mikaela, Claudette) when new survivors like Vee and Tae have voicelines and way better polish?
I'd love to buy the Saga Anderson skin but it has no voices and it sucks.
I know some fellow DBD'ers will say "But I adore character X,Y,Z and that's good enough for me" - Ok that's great but I am talking about my own experiences and as a paying customer.

Revoicing old survivors is A) impossible, since most of them were voiced by BHVR employees, who might not be employed there anymore B) pointless, since we get new survivors every few months C) not even that asked for, since many find the voicelines grating.
You are pretty much the minority in this case, and it's not like there are no choices for you, quite the opposite.
Additionally, people also buy survivors for their perks. No voicelines or skins required. Many people bought Laurie for DS.

Perma-undetectable is not a good idea unless it has at least a small downside.
Wraith has to uncloak, Pig has to uncrouch/dash, Myers is slowed down more than most killers. It shouldn't be free.

Skill issue for sure. I also really don't know what to run on her for perks. She seems pretty unique so I am having a hard time figuring out what is good for Victor and what is good for Charlotte.
Nothing works on Victor. Screaming perks can be heard, but you don't get a visual notification.
For Charlotte, some perks to make cleaning up easier are always good. Brutal Strength, Fire Up, Oppression, Agitation, ect.
Additionally, Victor can monitor Hexes easier than most killers.
Also, BBQ works very well, as a way to get a direction for where to send him.

We shouldn't be balancing a killer around what 1 player has accomplished with them. BHVR put out their stats last week and Blight wasn't even in the top 5 killers for Kill Rate in both High MMR and Broad MMR. This is very likely why blight gets passed over for changes. He's simply not overperforming according to their own stats.
But the Lich is, for instance.
What these numbers show is this: convoluted powers = higher kill rate
Blight's counterplay boils down to: dodge him.
Lich's counterplay is: crouch against the skeletons unless he has the iri, then just dodge between them, also there is an item to see them, also also don't vault because he can guarantee hits this way.…
See the difference?
Plus, Blight is quite difficult to pick up, not denying that one. Which means new players pick him up, expecting easy wins, and fail because they don't know how to use him.
Using stats as a reason to nerf/buff/change things is the worst way of balancing the game. If we would go by stats, Nurse would be buffed and Freddy would get nerfs.

A lot of that comes down to presentation. They listed a gen perk with a concrete thing it would do vs "scare crows and something will happen". Of course people are going to vote for the gen perk in that case.
I am talking more so about the other two.
More healing, more haste, more aura read. Boring. Lazy.

No, actually. I am less likely to buy yet another healing perk, even if it comes with Haste. I am not probably buying a boring aura perk.
If she had the shared stealth one, and a long pallet stun one, she would interest me. But this? nope.

Fast Track definitely discourages fun gameplay...
Realistically, if several people have it, you can either: tunnel, slug, power through it (with a strong killer), or use alternate means of slowing the game down (which unfortunately are on a low rn)

And as far as Fast Track goes, something tells me it's not long until it gets a nerf.

Another reason why this community is the worst.
You guys saw a perk that could share stealth, a perk that gives you an uber stun and a crow based perk (granted, the haste sucked), and went, NAH, another batch of generic meta perks it is.
I don't want anyone complaining about the perks when this chapter comes out, YOU DID THIS.

Do you feel like removing charges permanently is a good thing? It's not. Proposed changes would still leave the perk decent choice but not overpowered or does killer get perk that automatically kills survivor when gen is done? Don't think so. But survivor side is handholded by busted perks that require no skill to be used. Just poor design.
Decent choice? HA! Don't make me laugh.
The Invocation is one of the worst perks in the entire game because it's a giant neon sign calling the killer to tunnel out the schmuck who ran No Mither but worse. 80 second gens don't solve a 3v1.
And Specialist requires so many things to align, PLUS the numbers are kind of eh, so already it is an unpopular choice, but with your uber-nerfs, it might as well not exist.
You are searching for problems in places where there are none.

By all means, do so if you feel like it.
DbD is a toxic cesspit of a game. If the game infuriates or exhausts you, dropping it for however long you wish is the good thing to do.

I would:
Readd stealth mode, with it not building stacks, but instead triggering a temporal two line scan that does.
Remove the cooldown between dropping drones.
(To start things off at least)
Some addon ideas:
Loose Screw: You can detonate inactive drones from afar. They do damage.
Infrared Upgrade: scanlines work through colision.

So Trickster got a change, not a really good change if you make him slow….again. Trickster was fine being 4.6, and it's miserable to try to use the knives, and it slows you down even more. I don't think range killers, Huntress, Deathslinger, Trickster, Springtrap, and Henry (The First) should be 4.4. The 4.4 m/s should be going on killers that have consistent high mobility. Spirit and Chucky are good examples to have 4.4 because their power make sense. Hillbilly and Blight should be in that department because they have high mobility all the time. The range killers should be 4.6 m/s, yes, make them a little slower when they are holding their power, wind-ups, and aiming. These range killers get punished so harshly when you miss your shot, even tho you are slow already, all of that distance survivors make is game losing. High mobility would have no problem with that because their power can them catch up. Range abilities, no, because their is a huge chance of missing another shot from long distance and starting to lose more distance. Also, reloading is such a time waste if your 4.4. Please consider these changes. It's all fair, even talking with some 10 plus hour players, and they even agreed to it. Please take a look at this and have the game in a better spot.
The only killers that even remotely could recieve the buff to 4,6 and be fine, are Hag and Deathslinger.
Trickster is either 4,4 with 6 knives to injure, or 4,6 with 8 knives. Pick a side.
Huntress is 4,4 because of zoning.
Henry is very powerful even as a 4,4. He does not need buffs.
And Springtrap has dynamic speed, he is only 4,4 with the axe.
Also, complaining about Specialist? Really? Fast Track fine, but Specialist requires a key, an offering and probably Appraisal to get consistent value from it. Otherwise you just waste time.

With the first bugfix out, there are still no changes to this.
Even thoigh the system has several glaring flaws that should be fixed.

There is some counterplay, like getting into a locker to avoid Infectious Fright, but that only helps a little. In solo queue, not everyone is going to do that, and depending on the location, getting to a locker is not always realistic in the first place.
I think this would still be extremely difficult to deal with even for a coordinated SWF using voice comms.
Is the balance team considering adjustments to this kind of setup at all?At that point, are survivors basically just supposed to get picked up twice, give up, and move on?
All perks can be oppressive on Blight.
It's the same with SWF and survivor perks. They can make Specialist look OP.

Spirit got 0 changes for the last 2+ years, outside of bugfixes.
She always was 4.4, ever since she released.
Her phase start was never faster than it is now.
The only thing that changed is the audio, and that had to be done so she has actual counterplay. You know, so you cannot stand still and win loops by default.
