You know what's really annoying? Decisive Strike and Adrenaline being in every game. Except killers have been dealing with that for years.
Think of it this way - killer perks are SUPPOSED to inconvenience survivors. That is the ENTIRE point, to make your objective harder to do. Imagine thinking killer perks should be less annoying because you're triggered at their existence. Give me a break.

You can get boldness from working on gens within terror radius, as well as destroying totems and hooks I believe. You should be able to at LEAST safety pip. That's your own fault.

Losing isn't the issue. It's not fun to be at a severe disadvantage when in a mind game because you are trying to mind game twice the amount of things the killer is. Your standpoint is one from 2018. Just stop. When you're being chased by a Trapper, or a Hag, or any other killer, really, it's all about who is the better player. The survivor has every opportunity to outplay the killer as the killer does to outplay the survivor. Spirit takes a step backwards there with there being no tell when she goes into her power (unless you're close enough to see it, which is close enough to take a hit) while in a chase (it's not a mind game if you don't know when the mind game begins - and that's where your logic dies), leaving the survivor to guess if she's even using her power, and then on top of that - they now have to guess where she's going, and even if you have Iron Will, and are healthy, and Spirit running Stridor just gets you. Unless they are literally deaf.
Argue with someone you can win against. You're presenting points that have been widely debunked, buried, and had manure spread on them. If you're so afraid of your precious Spirit having a clear tell when she starts using her power, I'm just going to assume it's you who's bad at real mind games.

It's not the big streamers they don't like. This is rebellion against DC penalties, which don't need to exist in a casual, borderline party game like DBD anyway.
It happens to Tru3 most because he feeds into it with his attitude and reactions.

If we're referring to Spirit here - this is a false argument.
Mind games are one thing. Mind gaming a pallet for example - both the killer and the survivor are attempting to mind game the same exact thing at the same time. This isn't the same as Spirit.
With Spirit - not only do you have to guess where she's going, you have to start by guessing if she's actually using her power or faking it to begin with. Which is impossible unless you're close enough for her to hit you, in which case "I guess you got mind games because she faked it when there's no tell 4Head". If she has Stridor? It doesn't even matter if you have Iron Will, if the player has ears, you're just dead usually. It's just a poor design.
Oni for example, or even Freddy (as boring as people say Freddy is, he has many counters). Both are very strong killers, with decent counterplay that can be outplayed by the killer - counterplay that doesn't involve guessing more than one thing at a time. Giving Spirit a specific animation when she starts phasing would remedy this, and it wouldn't hurt her skilled mind game play.

want an anti spirit build? Spine Chill, Resilience, Quick and Quiet, and Iron Will. If you feel naked without an exhaustion perk, swap resilience with lithe. Its not as meta as the small pp build, but it shifts the mindgame more in your favor, every time she loses a mindgame, the entire survivor side gains pressure. Well, as long as people aren't urban evading in a corner somewhere.
That said, remember, she doesn't have a "no whoosh noise" addon anymore. Just treat it like wraith: no spine chill and no TR/noise means you are completely free to be working on a gen. Arguably moreso, since she's only 110% when not phasing, and if she has to phase to reach you then it has to recharge before she can use it to mindgame.

Killers have to "guess" what survivors are doing every single game when they disappear behind walls and we lose LOS. We call it 'making reads' and 'mindgaming', and a lot of us have gotten pretty good at it. It's stepped up our survivor game too, because we understand what the game looks like from the killer's perspective.
I guess when survivors have to do it they call it "no counter OP plz nerf or I DC".
Hearing her footsteps - not that easy to do over the chase music.
Grass - What about maps with no grass?
Her glass only lights up from a VERY close distance. It's basically impossible to see from anything more than 2 feet away - as has been proven by Scott's video above.
The Whistling sound is the ONLY counterplay - but we're speaking PURELY of people in a chase with her, so this is irrelevant.
Also - killer main here (and actually a pretty biased one, normally - but that doesn't stop me from having common sense), I don't have to guess what survivors are doing. If you need to guess what survivors are doing, you're a bad killer.

Not trickier - nigh impossible if they have functioning ears. If you're uninjured, it's less hard (especially when running Fixated), but when you're injured? Even with Iron Will, against a Stridor spirit, you're just dead.

The question in the OP is too broad. It doesn't cover any scenario.
Example - If I run into a group that I know is a 4 stack SWF, and I KNOW they are good players, I may run an Ebony. Not with the intention of using it, but as an insurance policy in case 3 gens gen done before the first chase is over with and I need some hard pressure. A lot of killers do this. I've even seen @ScottJund do it. We don't want to use it, but it's there if we need to pressure. Or if a survivor jumps into a locker because they have DS, or they try to take a hit with BT (aka saying "Tunnel me!"). Then they'll pay. With their lives. :D
Without a mori? Say I'm on Mother's Dwelling as any killer without mobility. It's very easy to lose 2 gens very quickly because of how big the map is. You can't be everywhere at once with most killers. So in a case like this, to apply hard pressure, I may tunnel someone out of the game. Nothing personal about it, really. It's a strategy to regain pressure.

Tru3 is seriously underestimating how precise you can hear survivors with Stridor. I know exactly where the survivor is, healthy or injured.
If I've broke a pallet I can phase to someone running between loops, guess where they are, come out of phase a bit away from them and still get a hit before they make the next loop.
Tru3 also says Deathslinger is a "worse Huntress", and that he's a better killer than Zubat.

It's completely irrelevant and logically flawed. His "counter" is "guessing" - when the Spirit herself, when equipped with the correct build (which is meta for Spirit players), doesn't need to guess. Tru3ta1ent can also be quoted as saying "All I go against are tourny level squads". He's incredibly biased and thinks WAY too highly of his average skill.

Both types are not rare. It's a common occurence lately amoung sizeable context creators. If they were that rare, DC penalties wouldn't have been disabled twice (soon to be 3 times) because of them.

I mean, it's called the "small pp build" for a reason. It's the crutchiest thing in the game by far. Even most survivor mains know this. I don't do it personally - but I don't blame killers for making sure that particular player doesn't have fun once they show their small pp's. It is a broken build.

Contrary to the flawed belief of many here - the impossible skillchecks build is not actually the best Doc build. It's literally a meme build.
For Doctor - the build you really want is as follows:
PERKS:
Iron Maiden - One of Doc's biggest counters is hiding in a locker. Iron Maiden counters that counter. The exposed status effect it gives is secondary to the tracking here. It compliments his power well.
Save The Best For Last - If you have 4 stacks or more of STBFL, and you deny a vault or a pallet, you can get the hit, and have enough time to get the hit again, or even grab before they can get away. It also has the added bonus of being able to deny the unhook if they try to unhook in your face if you have enough stacks.
Pop Goes the Weasel (or even Surge) - At the end of the day, Doc has no map mobility. Slowdowns are a huge asset for him. I may even say replace this with Dragons Grip when the DLC comes out.
The 4th perk is up to you. One of Doc's biggest advantages is tracking, so you could use BBQ (which compliments Doc nicely since his power enables him to be one of the best killers for bloodpoint gains). Or if you don't need bloodpoints, something like Surveillance. You could even use Whispers, honestly. Since Whispers will tell you when a survivor is within range of your static blast, and static blast will pinpoint the location.
As for addons - Discipline is ARGUABLY his best addon just by virtue of what it does; but you won't get any better at Doc by using it. You could use it, but My go to is always Restraint (which counters Calm Spirit, and also provides more tracking similar to I'm All Ears), and a range addon of your choice.
That's a REALISTIC Doc build that will work well in basically any situation. Also - anyone here who suggested bamboozle, uninstall. If you need Bamboozle on a killer who's power already deny's vaults, you're doing it wrong.

The "hackers" being referred to in this post are not the same kind of hackers you find in game using speed hacks etc.
We're talking about actual hackers, somehow compromising BHVR's infrastructure and manipulating DC penalties for "teh lulz".
The former - people using hacks/cheats in game, is actually rare. Exceedingly rare.

Perks don't always need to be earned, they're sole purpose is to help you. What's more, a perk having to be "earned" doesn't exclude it from its inherent classification as a second chance perk. Can you tell me what's inherently wrong with perks that don't need to be "earned" like Agitation, Botany Knowledge, or Deja Vu? Or does this only apply to second chance perks? If so, please elaborate.
Perks don't need to be earned - but something that gives you such a strong line of defense/second chance should be earned.
DS is a perk that can hault the momentum of a game in some cases, against some teams, on some maps. And nothing was done to earn that power.
Killers have to earn pretty much everything that can hinder the survivors objective.
