Can you point me towards the patch his cooldowns were removed? Because so far I haven't found it. And I main him.
He still has all the cooldowns. They were reduced. Not removed. His current cooldowns are fine. The cooldown for missed chainsaws is completely fine too (although I don't like that it can ve reduced further with addons).
If you go down in the first 10 seconds of the match, that is your fault. How hard is it to move a few steps to the side or get behind an object when you the match starts and you hear him revv? This is all it takes for him to miss. After that, you start a normal chase against him. You can play around pallets, you can drop them and you can camp them (although your timing needs to be very precise, if you're going to do that). This has more counterplay than Bubba with the right addons, although there is one type of loops that becomes a complete death trap, if you don't know it. You when he tries curving that. (I won't tell you which one though, because knowledge is power. 😜)
Try proxy camping with Billy in the way you described and you get the endurance effect at best. It's not that hard to either bait out the chainsaw (if he is in overdrive, which you can clearly see and hear), dodge (if he's patient) or tank the hit for the unhooker. In that scenario Bubba gets better results.
Billy is better than Bubba now but that's honestly not a problem. Billy is quite a bit harder to play as well, so the skill that goes into it should have a payoff. Compare him to Wesker, Plague or Artist though and he falls off. He is definitely not overpowered but in a pretty good spot.
If anything Bubba needs some buffs. He's too addon reliant and the tantrum could be reduced slightly. Some of his addons are also still bugged (or poorly coded, if you're more pedantic).

On console, billy moves faster than controller allows a response for. He's a problem

If these were all removed then you'd find the number of people who play killer would drop significantly as removing these would make swf more powerful than it already is and killers already hate swfs

Just make up your own!
Before survivors got more expansive lore I used to make my own little backgrounds for them, it helped with immersion a lot!

So, if I'm using a VPN, I can easily change my region to the US (I'm in EU) and by doing this I I am giving myself an advantage due to ping and lag

Its not clear what OP is refering to. It just sounds like everyone who is using a VPN, independently of the reason, is a cheater.
Which is a hard accusation to people that just want to play normally.

Literally false. I play at max MMR (which is isn't hard to reach as killer), and every time I tunnel, my chances of winning increase by a lot. It is acknowleded by everyone, even the best players, that tunneling is the most efficient strategy. I track my matches and see that when I hard tunnel at 5 gens, my chances of winning or getting more kills increase dramatically.
1 less survivor means 1 less person repairing gens, 1 less person to open the exit gates, 1 less person bodyblocking or pallet/flashlight saving, 1 less person for hook rescues, 1 less to keep track of.
Momo7, the best Blight player in the world, achieved 1000 winsteak by hard tunneling 1 guy out every single match to turn it into a 3v1 as soon as possible. Does that mean that Momo is a weak player, since he has to resort to tunneling?
Anyone who says that tunneling is a bad strategy is simply on good-boy copium. If it was, nobody would be doing it and nobody would be complaining about it.

But it may not be wise for the individual survivor sandbagged. Maybe they’re downed and camped. And if the other survivors escape that won’t give them (the newly downed / hypothetically camped/tunneled survivor) more Bloodpoints or raise their MMR. That death actually punishes them.
In this case, all three remaining teammates need to go in together. One to body block, one to distract, one to grab. If this isn't possible, then make trades until you can figure out a way to make it work

Sometimes it's actually smart to lure the killer to another teammate. Maybe you're on deathhook and in solo queue with no communication and someone else has no hooks with no intention of taking any and this buys you some more time

Two seasons ago I did No Mither to Iri 1 and I am adament No Mither is one of the best perks in this game, you just have to be very aware of what you're doing.
It's also a lot of fun. I enjoy running it now and again to shake my games up

It's been two days, you can't build a meta in two days, people are just having fun with Plot Twist and killers are probably fed up of being trolled.
It'll level out in a few days.
PS: if you plot twist in my face I'm gonna relentlessly nod my head at you in approval. God bless this perk

Is it because they're being camped? Well the anti-camping mechanic will make that less likely. You'll be better off hanging on until 59 seconds then unhooking yourself, even if you get tunnelled and hooked again, because you'll get to waste a lot more of the killers time and score a ton of BP in the process.
Is it because they don't like the killer? Similar to the first point, there's no accounting for bad survivor behaviour. The only real solution to this is to address the balance for that killer in question. It won't solve every case, but it will save some.

DC penalty can never go away. Bots aren't a valid replacement for an actual player, and it will break the MMR system.

At this point with bots coming just get rid of the DC penalty so people can go next and the team can get a bot. Everyone wins.
So long as the DC penalty exists this is going to get worse, especially when spiteful survivors want to take bots away from their team, which will happen

From what I hear from pc players, he depends a lot on flicks to quickly change cameras and controller sensitivity can't keep up with that

Bloodlust doesn't need touched.
Survivors have pallets, perks to help them in chase, vaults, other teammates to take hits. Bloodlust goes away when pallets are broken etc.
This post screams "I play one side and I want you to do what's best for me because I have no experience with the other side"

It's interesting because Xbox has its own set of video game stats on the console itself.
So for dbd, if you're on Xbox, you can see time played, number of survivors sacrificed, number of matches escaped, how many bloodpoints you've earned through out your entire dbdb experience, how many health states of others you've healed
I feel like information like this should be commonplace for all games

You paid for the game, do what you want and play how you want.
No one can tell you how to play a game that you paid for
