I looked this up and found no results to a "Rules List" provided by the Devs.
Typically, games do not have Rules. The devs design it, and you play how you see fit as long as you don't cheat or harass others.

I work from home, but also have a 4 month old son. He hangs out in his bassinet next to me while I work, and I'm there for him the second he needs something. If he wakes up in the middle of the match crying because he is hungry, do you think I'm just going to let him scream until the game is over? Nope. I'm immediately getting up and making him a bottle. It doesn't matter if I'm playing Survivor or Killer.
If you want there to be an AFK timer and then the player is hit / gets a DC penalty, i get that. Flat out asking for a ban? That's nonsense. Even in games with ranked mode (such as Overwatch), you would lose 50 SR and gave a 5 minute ban from Competitive Matchmaking.

I am a huge fan of DBD and came from Overwatch as a Diamond rank. Far from the best, but starting at Bronze and working my way up was a frustrating, but rewarding experience. Its nice when you have a quantitative way to see your improvement.
I think the flaws come from how the top ranks will be extremely hard to play in. Ranked wont be fun if you reach the higher levels and only see Blight, Spirit, and Nurse. At that point you would only play the equivalent of quickplay. The queue times would be atrocious.
Also, I'm surprised the devs haven't incentivized the prestige system more. Imagine if on killer you got a solid gold base weapon skin for reaching P100? Or on survivor you had a unique outfit that couldn't be purchased? Not charms. No one cares about charms.
Either way, I do feel like BHVR has been making great changes and have been actively trying to make the game even better. Remember, you see the same ~1000 people on these forums while there are ~30k average players a day on DBD.
We can speculate all we want, however we are not the majority and are a small portion of the player base.

Killers DESERVE to face a variety of items. You HIRED employees to make these items that no one uses.
Why does a purple key only have 5 seconds of use? Why is the highest flashlight only 12 seconds at base?
Instead of nerfing healing again this is another alternative to get VARIETY
Maps and Keys are strong.
Keys allow you to PERMINATELY see the obsession's aura, see the killers aura, open the hatch, etc.
Keys have different charges based on their abilities.
- Broken Keys you cant open the hatch, so you have more time using aura readings.
- Dull Keys you can open the hatch, so less charges for aura readings.
- Iridescent keys are...well...iridescent. So you get the best of both worlds.
Maps are extremely useful. Dont want to run ANY of the 10+ Generator Aura / Totem Aura / Chest Perks, run a map.
It can also show the exit gates, hatch, AND killer powers like trappers traps.
I use both items regularly and find them fun. Touch a gen and there is ruin, or go near a totem and get the proc for undying? I'm on it! Killer has 3 stacks of Devour Hope and the team cant find the totem? Done.
Just because survivors don't use them does not make them useless. They would just rather run medkits, toolboxes, and flashlights.
Plus, keys and maps are rarer in the bloodweb (although the add-ons are WAY too common).

Boons have been overpowered and they're being brought in line with the new balance for medkits.
I mean, shattered hope also removes the totem but its a waste of a perk unless you have pentimento AND they bring boons.

I am kinda excited to see these changes and how the opponent(s) will overcome the new meta.
I want to test gen rush builds vs altruistic healing builds (Empathy yada yada being the team medic) vs my normal build (Overcome, Windows, Distortion, and Deja Vu w/ Medkit).
If i have fun with the team medic build, ill find a group and SWF. Parental Guidance, Empathy, Autodidact, etc. should be pretty strong for one survivor with a competent team.
On killer, im not too shaken up as i dont use the perks being Nerfed besides SH:PR. Ill just use deadlock instead nbd.

On Survivor I'm going to use Resilience, Overzealous, Deja Vu, and Adrenaline.
On Killer I'm just going to play Oni with Sloppy Butcher, Coulrophobia, Deadlock, and Tinkerer.
Maybe ill try some face camp bubba and see how that works out since no one will save.
I see games going by faster. Survivors will get frustrated, or the killer will just own.
I don't know my MMR, but it seems high on certain killers I play a lot and eh on survivor.

I used to use it for all of the "escape via hatch" challenges in the tomes.
If we didn't 3+ out, I got flamed in post game chat.
When teammates see it, they automatically assume you played selfishly.

No. They added time-limited micro-transactions and this is where I drew the line. "I'm voting with my wallet" just happens to be a synonym of "Starve them of money".

Potentially. But on average a prestige 100 character is generally going to be extremely good with that character. It's not a guarentee but the correlation is there.

A simple "sense" perk is what he is suggesting. When you are showed via killer instinct, the perk lights up. That's it. For "veteran" players, we know when killer instinct is showing us (legion frenzy, Nemi Syringe, Wesker Spray, etc.), but newer players don't.
I 100% think this is a good idea. All of us with thousands of hours playing and browsing the forums seem to easily forget about the new players. For reference, there are 228 perks in Dead by Daylight and 31 Killers with unique powers / addons. This is a lot to learn when joining the game, and a lot of times new players are left with the "how / why did that just happen?" It is easy for us to be condescending and say look it up, but that wont actually happen. All they will do is get frustrated and uninstall. Adding another perk like this will be trash for experienced players, but will help new players understand what the hell is going on.
TLDR: Without more people coming and playing DBD, the game will die out quicker. Any perks that help new players understand what's going on WITHOUT hurting the killer I'm always down for.

I went from a fun chase build to an exclusive gen-rush build.

Because self-care is selfish. If every one wants to use it, they all need the perk.
COH is one perk slot for one survivor that can heal the whole team.

That's an awful idea.
You can't punish people for playing with their friends.
There also absolutely no incentive to play against SWF, Killers will likely just sweat against Solo Q and decimate the EscapeRates in that queue while SWF's wait 20 minutes for a match
Its sad that it would even be suggested.

I love Hex: Huntress Lullaby.
It works great on my facecamp bubba build.
People are so worried about doing gens or unhooking that they aren't looking for the totem. Tons of missed skill checks, which leads to a 3+k.

I like being selfish so I use it occasionally.
"Dont break totems because of Boons blah blah blah" - Ok, tell that to the thousands of people working on a "break x number of totems" tome challenge.

I like all the changes but Adrenaline. I don't think that perk should be touched.
COH you should still be able to heal, but at the same speed as self-care.
Note - I play Survivor and Killer equally.

I only dodge if I'm going for an adept.
I have all achievements now, so i just queue for a game and pay attention again when i hear the offerings being burned.

I hope they leave the meta perks, and buff some of the useless perks that no one runs.
Like: Corrective Action, Premonition, Calm Spirit, No Mither, etc.

These are anonymous people online. Misery loves company and they are just trying to get upset.
The DBD community isn't too bad. This could be like COD 4 / WAW where 12 year old's were throwing racial slurs left and right.

Hitting a survivor on the hook used to be toxic. Now its courteous.

I mean, its an unranked online party game. Not everyone is doing the objective or cares if they escape.
I just play casually for maybe 10 hours a week. I could care less if I win, lose, get tunneled out, get slugged, etc. Its a video game that's intended to be fun, not my livelihood.
Some Survivors Are: Playing with new builds seeing how perks interact, only completing Tome / Daily Challenges, Barely paying attention and talking to their friends on discord / XBL Party (not full swf), Trying to "befriend the killer", Away from their screen getting a drink, etc. etc. etc. You aren't going to get competent (or even present) teammates every game, so don't be surprised if people start griefing for fun.
Sometimes, when you get bored its fun to throw a pebble at a teammate that's healing or Red Herring an injured /death hook teammate that's working on a gen. Maybe run empathy and lead the killer to someone that's healing.
Idk man. Sometimes the real killer is your teammates.

I tried to give it a chance, but any half-competent SM makes the game grind to a halt. I play solo-queue only. Everyone is saying "oh just run Deja Vu, Potential Energy, BNP's, Toolboxes, etc."
If we need to run a specific build just to have a chance at escaping a single killer, there is a serious problem.

Lets not marginalize an entire category of players.

I doubt they will nerf her. Realistically, I wish she didn't have the ability to expose survivors.
Just ask every non-instadown killer (Trapper, Wraith, Nurse, Doctor, Hag, Pig, etc.)

Not everyone is Console, so we didn't get to test them in the PTB.

I couldn't even by the chapter as a whole on Xbox. Had to buy all of the characters individually with Auric Cells.
