For the buff you can just make his Leather Gloves and maybe Loose Crank addons basekit, and then make the infection not go up after getting unhooked until the survivor makes the conspicuous action.

It has the ability to negate whatever good and skilled stuff you did all match long; if you happen to get hit by NOED and the totem is right next to your hook that's that. It's incredibly frustrating. --- Add to that, that it's not exactly earned and it feels not just like a punch in the gut but also like a massive middle finger.
So yeah, while balanced it's a perk that inherently has a bunch of negative (and imo unhealthy) potential bundled into it. And to be perfectly honest, I don't know if it's alright on the whole or unhealthy.
Fully agree, it is mostly balanced but playing against it is usually extremely frustrating.

Waiting for crouch tech(which can hard counter Demo and Billy and to some degree Blight) and Wesker vaulting bug to be fixed, but probably a huge copium on my part.

Way too strong against non-S tiers and a slight inconvenience against S tiers. Honestly one of the worst designed perks in this game's history and the faster it gets nerfed the better.

You want to zone survivors with him and keep them in the parts of the map where you do have pods. - Not saying it's easy or always possible - but if you go for "even the most disatvantageous tile for killer must guarantee him a hit upon successful power use" that means it's pretty broken on all other occasions. Add to that pallets getting depleted rather quickly since you may not get hit but you also don't get the distance you would usually get from a stun and windows being not omnipresent on all maps/all areas of the map and the whole "but there's pallets and windows" isn't a particularly convincing argument, in my view.
Lérys ... not sure if I agree but it doesn't matter: there are maps that are especially good and maps that are especially bad for certain killers. Personally, I would prefer a more level playing field --- but I get the impression it's very much by design that you can get a map where you're at a huge advantage with a certain killer -- or at a huge disatvantage.
If both players play optimally in chase, bloodlust or depletion of resources in the chase area should ultimately end the chase (note; after a first such optimal chase subsequent chases should be a lot quicker due to a lack of resources). It should not be a rock-paper-scissors game where, one side is stuck with paper and the other with scissors.
Zoning survivors in the part of the map you've trapped is basically the same as Trapper and Hag who are some of the worst killers in the game and survivors can just communicate the pods positions and disable them.
Again, I didn't say he should guarantee a hit on every tile but what is the point of using your power if it can do nothing half of the time? Why would you play a killer who he can only get hits when survivors are mispositioned and using your power can just be a placebo?
Getting rid of pallets is not such a strong power as you make it appear, yes he can get rid of the pallets quicker than most killers, but so what? Bubba forces quick pallet drops and even has an instadown, but is he a strong killer? By the time you get rid of a decent amount pallets it might be already too late to capitalize if the survivors are efficient on gens. Let's say you got to a point where you have a barren map but there's only 1 gen left and 4 survivors alive. At this point survivors can just go die in a corner and the gens will be done anyway despite the lack of any pallets(also windows are still a thing). I still wouldn't say that Singularity is weak(I consider him slightly above average), but having a lot of your power be just getting rid of pallets faster is just not as strong as you make it out to be.
Also I think you underestimate how map dependent this killer can be. Using your power on indoor maps(apart from Midwich), newly reworked Red Forest and the new map is a detriment most of the time with all the LOS blockers and wonky camera detection.

I read your post, you suggest buff, and buffs are only suggested for killers that are weak/weaker
Buffs can be applied if they fit the killer's intended playstyle, make playing that killer more appealing and fluid, and not make their kit broken even if they are not on the weaker side.

that kinda assumes you'll never re-use pods and always have to start from scratch with every hit. Idk how you play the killer or how the singus you went against utilised their power but at least as far as I've experienced that's not how things work. is there set up time - sure. Is it so long it justifies a guaranteed hit from there on? No.
(And as far ad LOS and aiming is concerned that seems like sth you have to develop map knowledge for and develop skill with the power. Similar to it taking quite a lot to be a good hug teching blight or getting wesker techs)
By reusing pods, do you mean using them as a web(placing them on high grounds/near objectives)? If so, then yes, it’s common sense to do so, but often times they are disabled from EMPs and you can’t cover the entire map with them as they need to see the entire survivor model to scan them.
For the guaranteed hit, it’s not so guaranteed. Pallets still slow him down and windows are still a solid counter to him even with the 5% haste. The interconnected tiles would still be difficult to outplay with his power if the survivor plays them smart. What this buff is going to achieve is make him able to get those close hits when the survivor holds W to a tile after teleporting or tightly loops a tile and you fall short of them just by an inch.
And there is no skill developed needed to see how little you can use his power on maps like Lery’s or the new map.

I would agree if it was a skillshot, but its hitscan and instant with a large hitbox from a large range. Its very easy to land and serves to close the distance and open up for a hit rather than be the sole cause of it.
It is easy to land when the survivor is already infected. Don't forget that he still needs to waste time to infect the survivor which can be troublesome on maps with a lot of LOS blockers and the infection can still be removed with EMPs, so teleporting should almost always result in a hit to compensate for the time wasted on setups.

It is still possible to outrun overclock mode by holding W or hugging the loop very tightly as survivor, especially if you're running the funny haste perk(MFT). And I don't think it's healthy for a successful use of the power to be denied by something as skilless as just running forward.

That is the whole point of the buff. Why shouldn't he get a hit after a succesful use of his power if there's no window nearby?

Not only his power still gets hard countered by spamming EMPs, it's also just not good enough to warrant so much setup. If a survivor just holds W they can outrun the overclock mode, rendering him an m1 killer who can sometimes break pallets faster.

I think Rancid and Thompson's are okay for killer. Torment Creek is leaned towards survivors but still bearable. Rotten Fields and especially Cowshed are the ones that are extremely survivor favored.

I don't know why a lot of people think Spirit was overnerfed. She's still strong and easily the top 3 killer, just not Nurse and Blight levels of strong(if we don't count MDR).

Weak but also balanced in a way that they can't be buffed due to the nature of their power.

She's only strong when played in a boring way as her power incentivises camping and hard tunneling and she's not very good at just going for chases.

It could get a range buff if it could only be used once per survivor or at least once per stage so 3 survivors can't pop it 3 times on one stage.

Yes it will punish bubbas for face camping because it gives the survivors extra time to do the gens yes that survivor will die but the other 3 will have a much better chance of survival and if you have chosen to still camp with reassurance that just a bad play on your part as killer whether it 30s-45s even if they just had 1 reassurance that’s still a bad play
If survivors have 3 Reassurances, they would definitely have time to do gens and open the gates while Bubba is camping a hook, no matter if it is 3x 30 seconds or 3x 45 seconds. They would actually be fine even with 1 person with the perk tapping it on both hook stages.
As for proxying against Reassurance let's imagine a scenario: Killer hooked a survivor and left to harass a gen and then came back 40 seconds later. The hooked survivor is still there so the killer decides to secure a stage so the survivors are forced to double save or give a second stage/kill. 15 seconds later a survivor comes, taps Reassurance and runs away as 2 gens are done and the 3rd one is hot. What should the killer do? Chase a survivor that reassured a hook or continue securing a stage? The answer is none. It's a lose lose for killer as both scenarios will lead to a massive time sink into nothing. Again, it's a theoretical "top tier 4 man" so the chases also wouldn't be short and the gens will be done fast. At this point the game is already lost for a killer and the only hope is the survivors' excessive altruism which shouldn't happen if they are trying to win.
And for weaker and unorganized teams Reassurance does nothing no matter if it's 30 seconds or 45.

I could have said the same thing about eruption pre nerf.
It encouraged killers to go for chases because they had a reasonable chance to down someone and protect their generator.
I disagree, I think Eruption was the most unhealthy slowdown perk since the old old Ruin, it encouraged killers to take completely stupid chases and get value from it, especially against people without comms and even with comms it wasn't always possible to outplay it. Also incapacitated effect is just too obnoxious to verse to be on a perk that easily activatable and especially lasting for 25 seconds. Better example of a perk combo that encouraged killers to go for chases was Ruin Undying but sadly Ruin got completely gutted.

And another thing the only way to 3-4 man out is if you as a killer chose to proxy / face camp at 5/4 gens and if you got one 1 hook at 5 gens more then likely you were possibly gonna get 0-1 kill anyways if you still choosing to camp at this point and they just straight up leave their teammate
We are talking about a theoretical "4 man top swf" so proxying will most likely happen at some point as you can't just mindlessly get in any chase and get any decent result with that.

Sometimes the killer needs to secure second stage/kill and this scenario forces at least 2 survivors to get off gens and go save their teammate. With Reassurance one survivor can just come and just tap it and return to gens and the survivors can cycle it 3 times on a hook(if all of them have the perk). Your buff suggestion also won't punish facecamping bubbas for example because that survivor is dead anyway no matter if he can be held on hook for extra 90 seconds or 135 seconds. So the buff would just make organized teams stronger and won't address the actual facecamping issue.
Also having strong perks doesn't justify another strong perk getting a buff.

In most cases it will be a guaranteed 3-4 man out if the killer is not Nurse/Blight on a favourable map.

Survivors have a few problematic perks and Windows is not one of them.

Reassurance is one of, if not the strongest perk in the entire game at high level play and the last thing it needs is a buff.

It's honestly impressive how they managed to release a killer that's extremely weak, boring to play as and miserable to play against with all that 3 gen stalemates.

Her power is polished because it barely does anything, it feels like it's a secondary power like Demo's portals instead of one complete power like Blight's for example.

Slinger is still pretty strong, Billy feels miserable and needs buffs tho.

She's one of the worst killers in the game currently and in addition she's very boring to play.

It's just stupid that the 3 rank 8 survivors got a 15 rank killer.
