That is not true, Sloppy Butcher now applies "Mangled", this effect CANNOT stack ITSELF, meaning that u cant have 2 mangled effects, however, perks that reduce the healing speed but doesnt apply mangled in the process, will stack by a flat amount.
Sloppy + Coulro + Dying Light = 100% reduced healing speed, it means that the time to heal someone will be doubled.

On high wall loops u have to rely on survivors screaming to know if its time for an atack of another shock/bottle, its also used to know which direction u should go when they scream since its a directional sound.

If u dont think that Hag is extremely powerful, u probably isnt playing her very well...

Yeah but u would have to wait another hour before starting your normal hour looking for a lobby, 2 hours to find a lobby, best online experience ever seen, only available at DbD, dont miss it!

You can also change Distressing or NC for Dying Light if u want, but u would have to tunnel and kill the obsession very early in the game.

I see where you are coming from, but me personally, I would keep him in the mid tier. If you are running Brutal Strength, running through the pallets can actually make a difference. It won't 100% of the time, but it has the potential to. The add-on part I can't really agree with. Most -- to all -- of his add-ons are actually pretty good and I really enjoy using most of them. The only ones I don't find useful are the ones that make him move faster while he's reloading; that's about it.
Compared to some other killers (better ones that doesnt even need addons) his addons are pretty standard and doesnt have a GREAT effect on his power, i mean, some of them do, but not something like: Extra Blinks, Extra blink range, OP charge speed (HB and Huntress), Infinite EW 3, etc...
He cant stale the game, he cant end up chases really fast, he cant do much, he literally runs around and try to trow a bottle on a survivors path, then hit them just like the Wraith, that is only if the survivor does go into the Gas (which is not even a big deal anyways for MOST of the time there is always a window,pallet or not enough distance to catch them).

You going afk was a personal choice don't blame DbD for your actions.
Yeah because taking 60 mins to find a match that will last for less than 5 is a normal thing, isnt it?

I went afk for about a hour, when i came back i was in a match with 2 gens done and my Ruin was still alive, didnt even had time to do something other than camp the last guy and lose a pip and get trash talked for "being afk", thx DbD!

There will be Ruin, Noed, BBQ, Nurses Calling on EVERY SINGLE match, u usually see low quality perks on killers because they dont have better stuff to use at that moment, if u give killers and survivors lv 3 perks right away, why would u even keep lvling up when u already have everything u could ever wanted?

Is this a bug or what is it? At least from what i read at forum it seems like to be the "buff" killers...not sure if that the cause honestly.
Be positive, at Rank 1 im waiting at least 70 minutes to fill a lobby, while praying for the game not to crash once i do it.

What do u mean by "Always"??? You dont have to go too far away to find that its not a normal thing, 1.9 update was the SAW chapter, 1.9.4 was the emblems update, if the emblems were not a big update for u, idk what it is then.
