The devs "complicate" their lives
The new ptb has positive changes but you can blatantly notice a few things:
-Perk tiers being an outdated mechanic as of now some ptb perks grant like 1% extra buff for every tier now (like bruh).
-Unneeded nerfs (Self preservation) or unneeded penalties (eg Stake out losing more progress, road life). I don't see the point, it's just bloating the perk. Technician still has a penalty for missing (it should be removed or turned into a positive effect with less regression for missing). This was done for Calm Spirit in the ptb (action debuff to buff). It's in the same boat as "1000 requirements for a perk to activate" design.
-Over the board nerfs (shoulder being deactivated after one use for everyone is already a good nerf and what's needed, adding on top injured + broken is comical; keep exposed as it's more unique anyway) or (minor case) for disillusion requiring a basic attack but with less duration too.
-Diminishing returns complicating the math when it would be better to have simple hardcaps %. Also animations tend to break or look weird in general when the action speed reaches a certain point so yeah a global hard cap would have been a cleaner solution to "stacking".
-Personal opinion but for some perks like unbound I'd rather have a stronger buff with less duration. It's more practical that way. (eg 7% 15s rather than 5% 25s)
-Powercreeping. Dark arrogance providing 25% vault speed and 25% attack cooldown all the time. No point in taking STBL where you have to ignore the obsession or risk losing tokens. Or new Undone and pop. But these could be easily solved with numbers tweaking to the current perk or to the older perk.

STBFL can be paired with Witness to never see the obsession again, and doesn't have the longer stun/blind downside. It's also got a higher cap anyway.
It does feel like a lot of the changes were only so they could say they changed a bunch of perks but not actually have to put in the work of making perks usable or something people would want.
I still don't get the idea on why StB being used more than once a match is problematic. If there are two or more survivors the killer never finds/avoids and they get to use it, then the perk is doing what it is supposed to do.

Perk tiers are built into the prestige system and would take a lot of effort to change. Besides, perk tiers are largely inconsequential to warrant such effort.
It seems specifically targeted to make sure that StB doesn't work against unga-bunga tunnelling anymore.
Ngl the term unga bunga tunneling cracks me up. Gonna start using that. 🤣
but that's a problem isn't it? It's like BHVR doesn't want to put in the work to do anything that takes time anymore… it's just the next survivor skins and the next slop killer at this point… I mean now players are making the killers for them (which I actually like, because it builds community engagement) which means you'd think they have more time to think of how to fix the longest lasting problems in the game
No, it's not. It affects no one and has zero impact to the enjoyment of the game. One prestige level and any thought what a tier 1 or 2 perk looks like or does it gone.
Any effort used to remove or improve the perk tiers would be wasted.
