Exclusivity means you weren't in the right place at the right time, so it's kind of your fault. You can still get Bill, but you have to get a PC first. If the devs were to give PS4 an exclusive surv, then PC users would complain, which doesn't help Behaviour's situation any. The lincenced killers and survivors can act more like dlc chars do in fighting games, where they are there and playable but not included in the actual story so there would be no lincencing issues.. They should give an indictor to where the hatch is for the last survivor like they do with the gates

i have no problem with the hatch being able to close but with it spawns open both the killer and survivor should be given a notification of where it is like how the do the gates
