No, I always use Kindred and I believe it broke with the Alien patch or the 2nd after it

My buffs
Inner Strength: Blessing a totem also activates the perk, however the perk can only activate once per totem
Better Together: The aura of the generator you are working will always be revealed to all survivors. When I teammate is downed whilst you repairing a gen, you see they aura of all teammates for 15 seconds. Any teammate repairing the same gen as you will also see the auras.
Babysitter: The unhooked survivor gains 7% haste along with no scratch marks and pools of blood for 15 seconds. You and the teammate see the killer's aura for the same duration. Whilst healing a teammate, they don't leave scratch marks or pools of blood until the healing is complete or for 15 seconds if the healing is interrupted.
Camaraderie: The hook timer is paused for 60 seconds in the first phase if a teammate is 16 meters from the hook. Once you are saved from the hook, the timer pauses and continues the next time you are on the hook.
Second Wind: After completing a full heal on a teammate, you gain a token. When healing a teammate, pressing the secondary ability button activates the perk on the teammate and you lose a token. The perk activates normally for you if you have a token.

I don't mind the loud pain noises
What I don't understand is the people that want Rebecca's hit sound (not the injured grunts, the sound that plays when the survivor gets hit) to be changed/shortened, because I think she has the longest hit sound in the game, lasting for like 5 seconds. I found it pretty cool.

In my opinion, old DS should come back, but with a difference. It only activates when the survivor is put into the dying state. It could take the whole match, but as soon as the survivor is downed, the 60 seconds starts counting

BHVR didn't kill this perk. Don't forget about Endurance Status Effect - that's the first thing.
Secondly - Made For This will be good with Dead Hard together. But, you need to press Dead Hard very well to get a value from 3% speed. It requires at least some skill now. You can not get it for free.
Survivors have a lot of strong perks - even stronger than Killer's.
Dead Hard / Sprint Burst / Lithe / Balance Landing / Adrenaline / Hope / Made For This / Unbreakable / Boons / Off The Record / DS / Distortion / Dramaturgy / Windows Of Opportunity / Resilence & more & more... And Survivor Team have 16 perks, not 4 like a Killer - remember that.
It requires some skill?
People never wanted to agree that Dead Hard required some skill in the first place
It was always "press E for 3rd health state" as if it was that simple

Having no penalty for DCs will only end up in a matches with multiple bots all the time. So to cure that we need to play other game?
Or should we just have more rough penalty or even a ban possibilities to make people think rationally if they thinking about DC?
No. We just need to prevent players from hook suicides. And leave a penalty as it is. Since some DCs are not just simple rage quits.

Only for Monstrous Shrine, since all other scourge hooks only affects 4 normal hooks.
In case of the monstrous shrine, it affects 4 random hooks + basement, but other scourge hook perks don't trigger in the basement. HOWEVER, I tested this when the perk received the buff and never since. I also never seen any Pain Resonance being triggered by the basement hook (although monstrous shrine by itself is already rare). Unless it was a bug at that time. Definitely something to test now.

No matter how much work they put into it, the hierarchy will stay. The only thing they can do is bringing solo queue and SWF a bit closer together. But then they'd also have to deal with a new issue. You can. You still see that giant bubble in the distance. If that is not an indication, that something is going on over there, we are not talking about an issue with Blindness anymore but about an issue with the player, that can't identify very obvious clues.
The fact that you don't see the survivor themself makes little difference. How hard is it to remember the hooked survivor's location for a while?

Yeah but how in the world do you make monstrous shrine or red herring without making them completely absurd or unfun to play against? Like if you make clown the same power level as wesker, how in the world would there be any gameplay left for the survivors? Some things in this game just don't have the design to be strong. Red Herring: teammates see the perk icon in the lower corner when the perk is active and the highlighted gen as well. When the killer kicks the gen, all survivors see their aura for 5 seconds.

It doesn't for hooked survivors. I'll let you in on a little secret. When there is a huge bubble on your screen and someone is hooked at the same time, then you can deduce that this is the hooked survivor's location. Blindness will not remove this bubble. You still know exactly where to go. Well, as long as you can be bothered to pay the least bit of attention and don't actually fall asleep. Oh and you'll need to remember that for the next few seconds while you play a thrilling game of "holding M1 and pressing Space every once in a while".
For slugging, you can make the argument that Blindness helps. That's true. But you know what's also true? You can keep track of the killer and you can see when someone goes down. So you still have a pretty good idea where the slugged survivor is. The only killers that can really capitalise on this are the same killers that dominate anyway. Because they need to traverse the map and down survivors quicker than they can get up. Again, this is a problem with the very strongest killers. A Myers will not suddenly teleport across the map, Blight rush to get near you and activate tier 3 in the process just so he can slug you.
I can't remember the last time I actually saw someone (other than myself) using Bond. Even Kindred isn't all that popular. WoO has slowly gained popularity since its buff all the way back in patch 5.3.0. One of the reasons it wasn't quite as popular is, that survivors only had 4 perk slots, one of which was used for BT, one for DH, one for DS and one for something else. Then, we headed into a healing meta, where looping didn't matter all that much either. Now we have a chase perk meta and WoO needly fits in there.
Third Seal has, as I said before, been in the game for way longer than most of us have played. It was never a good perk though. Because Blindness is not a big deal when survivors don't rely on aura vision, which they don't for the most part. You really see the difference when a player has WoO and when they don't due to Blindness. WoO does not serve its supposed purpose anymore. People that rely on it do not learn maps because there is simply no need to. But when this fails, they crumble. So Blindness is in a weird spot, where it is way too strong because it gives survivors a huge handicap in deactivating a crutch perk, that some can't play without, but it's also pretty weak because survivors can just as well play without it. A noob stomper if you will. Though, even some very experienced use it.

Yeah, Coldwind was butchered. There’s one variant that’s kind of balanced (Thomson House, I think?) but the rest are now killer sided.
