I can probably answer that, as I’m very familiar with this Killer.
We’ve released three fixes, as noted in the patch notes. We believe these changes will directly impact the Killer’s efficiency, as the issues addressed were giving an unintended advantage.
Based on the new data and feedback we gather following these fixes, we’ll be evaluating a balance pass. I can’t give a specific timeline yet, but it is planned. Hope that helps, thanks!

Victor cannot be kicked or interacted with (except than the Survivor inside the locker) while he is on the locker. It is also full 10 sec. lower than this, is a bug. Yes we counted the 3sec wake up of the killer when we decided on the 10 sec. It might feel as a conservative value but its a new feature and was not on the PTB so we do not know how this feature will really affect the gameplay yet. If it requires a buff, we will readjust.
Also, Victor locker check was never approached as a sure grab, so its totally ok that the Survivor can still escape under certain conditions. If Survivor would know that its a 100% bad outcome, they would simply not use the locker.

Also it was not mentioned, but Scott Jund demonstrated you can only flick at the last few frames of the attack of the demon dash, so instead of going a sharp 90 degree turn it's more of a slow 10 degree curve for 95% of the attack and then a sharp 90 degree turn on the last moment, which means if the survivor turn a corner they cannot get hit at all since you'll overshoot them initially while trying to turn and then just smash in their general direction but meters away from where they are.
I hope your upcoming change reverts this, as you're planning, because right now the Oni feels like you're trying to turn a 16 wheeler around a Micky D's drive thru.
Its never been intended, I can confirm. We found the problem during PTB. (when using the LEFT-RIGHT key). The live patch didn't fix the problem, the sensitivity settings were overriding the implemented penalty (so basically anyone using 100% sensitivity were pretty much playing the same way it was on the ptb).
Since the recent hotfix, players are experiencing different degrees of penalty based on what their settings is (controller, mouse, keymapping and sensitivity).
We are getting ridd of this turn ration penalty system and implementing a hard cap on the turn angle instead, so players will be able to set their turn ration has they like (sensitivity setting) but everyone, no matter what their setup is, should not be able to go further than 90 degrees.

If its about the bug where people could 180 flick with the keyboard/joystick then it is understandable.
Those using the mouse would not see a difference, actually you should gain about 5 to 10 degrees more. Those affected by the change are players who where remapping their keys and using Left-Right instead of the normal A-D during the Oni attack.

Also isn't Renjiro's Bloody Glove make it so any Survivor who touches an orb has a 2 second aura reveal but you absorb the orb they touch?
So that those using a controller and those on console have the same turn effect ration has those on PC using a mouse.

Hello just to clarify your issues
- They reduced his powermeter by at least 50%, map pressure is practical gone with that change. (-) We made no change to the power meter time. its still 45 sec.
- Increased the time it takes to destroy pallets with his power. (-) This was a bug, there was clearly no animation playing.
- I had the feeling they reduced the amount of dropped Orbs by Survivors, which in my opinion kinda cancels out the only buff he got. (-) Only when survivor vaulted, by 1 althoug you now gain 2 when hooking a Survivor.
- They removed the AOE effect on power hits (-) There was never any AOE effect, not sure what you are referring to.
- Because of the reduced powermeter, his addons got passively nerfed too. (-) We have not change much on addons, only those which were affecting the pick up penalty, since we removed the penalty we had to change those 2 addons, and the UR which showed the aura, the text mentioned 6 sec although it was in reality set to 4 in the system and we diminished it to 3 sec.

Its coming, more info about that soon.
These status effects were created during the Demogorgon creation, which is why he earned them first. Live updates will included new perk changes and killer powers in the loop. Its coming don't worry.

A Stealth killer who goes into Undetectable does not give Oblivious to Survivors, there are two totally different effects. Oblivious is applied by certain instances, like touching the Demogorgon Portal, not by the killer being Undetectable.
The killer doesnt know either if Survivors are actually affected by Oblivious.
Hope that clarifies your issues...

Just so you have the exact data, the increase of the detection on screen is a 4% on each side, for a total of 8%. Its very minimal. We didn't want to alter the timing of the current stalk system. But we felt that Survivors where having a hard time getting him out of his Night Shroud Power during a chase.

We believe it would be simply too easy for the killer and feel unfair on the survivors side. You would be looking at the incoming survivors simply to down them instantly. This is all based on what we have see from our playtest and on the PTB.
Pig crouch, you move slower. Wraith you cannot attack. Bubba (thats something we will be looking into on his review, and you are adding a Perk). Hag is limited by Survivor actions and your number of traps. Huntress is limited by the number of hatchets. Ghost face has no limitation, except his skill of staying Stealth. It makes him very different than our other killers. Or else his Power would have been time based, which is more pressure on the Killer, and not as fun. You can still camp by staying away from the view of the hooked survivor, we have seen it done. Just dont stay right next to the hook, use strategy and you will be fine.

Just so you don't need to read my last comment I said I think survivors should always spread sickness no matter if they are broken or not.
We found it was too much originally (before release, including ptb), but Its an effect we could definitely explore again.

We definitely have QOL improvements on the list for her but nothing to alter her power balance. Her stats are not mirroring the comments some players are mentioning in this thread. Im just being transparent and telling you our current plan for her.

We are reluctant at the moment at modifying her. First we have other killers who are higher in the list for modification/balance needs. Second thing, our stats shows that she is top killer (4K) at rank one. It seems that once you've mastered her, she can be extremely effective. She definitely has a high skill curve.

Please let me chime in on the Listening to Feedback part. My goal with the post is not to make an excuse but more explaining our though process.
Our goal with the PBT is so that players can give us feedback on the upcoming content and also find bugs or exploits in the balance that our small team could not find. Its simply impossible for us to find all variations and tricks on newly released content. Any online game faces that problem actually.
As for the feedback received, we do read and go through a lot of posts on our forum/reddit and look at stream/youtube to see what players think of the pbt. We take the feedback but it doesn't mean that we have to agree or put in everything. Even though it might seem that one specific point is a general opinion, just because there's a lot of post about it. There's always a number of players who will find it totally fine but keep silent about it. We take feedback and compare to our metric and also use our gut feeling in the process to choose what will go through or not.
For the Plague as an example, we got that some players feel that the fountains should not heal. We have playtested that scenario for weeks and came to the conclusion that they should heal to give even more incentive to Survivor to use them. We think its part of her balance are core design, and we have decided to leave it as is...for now.
But we did increase her vomit effect duration and Purge duration, based on feedback, since the original timing was perceived as not effective enough.
This is just a small example of how we deal with feedback. On a design principle its never good to makes a lot of changes all at once either. Especially since there is not much time left between the PTB and final release. We have to implement the changes, test them design/balance side and then send the changes to QA to make sure that these changes have not created bugs. We usually keep our ptb changes to value tweaks. Its impossible to do complete rework within that time frame.
I'm sorry that you have decided to leave the game. Although I hope that you will keep following it because they're a lot of changes that are coming up which have been community request for a long time (killer rework, gameplay changes, scoring rebalance, ranks...). I cannot mention them specifically, but I do hope we can announce them on our stream soon so you can see that the game is evolving based on what our player wants.

I would say that I see a lot of coincidence but it's meant to happen since there are so many ideas that are posted. A few of them will end up being very similar to upcoming content.
I mostly read this section to get inspired about perks and effect that players would like to see in the game. (and the reactions below; OP, it sucks, like it, can't work with...)
One comment I would say is that whenever you try to come up with a new perk or power concept, always keep in mind to avoid exception at all cost. Like a Perk that cannot work with another perk (I mean like literally saying 'You cannot equip this with NOED' for example) Whenever you put up an idea, try to refine it until it works with everything else in the game. IF it clashes with another effect, try to find a solution to make them work together.

Deep wound, in concept, is to create pressure and waste Survivors time, not to down survivors, similar to Reverse Bear Trap.

Because getting the first hit is VERY easy, you would then just need to follow the survivor for 30 sec until they go down. We played that version for more than a week internally and it was absolutely terrible. Even Killer felt it was super cheap and unexciting.
We also learned this from the Pig Reverse Bear trap.
We also played with the 4.6 speed for a long time and to make him balanced, the power required to be WAY much slower than the current state (with longer cooldowns), this version was considered way less fun to play with and against.

We will not remove the stun effect because the killer can cancel the Power at any time. We tried it during development and the cancel then M1 technique was used by some internally and we felt it was very unbalanced and very unfair.
We are very careful at adding stun (cooldown, fatigue) effects on killers, we prefer to not add any (like the Spirit when possible) but in some case, we have no choice. The design principles, strategy, and gameplay of the game are based on cooldown and timing. It is very hard for new game mechanics to get away from it without impacting everything that was done previously.

I would like to make it clear that the Legion requires 4 hit to down a Deep wound Surviror.
The first hit is the initial 30 sec, a subsequent hit removes 10 sec, for a total of 4 required hit. If you are experimenting a 5 hit chase, please let us know because it is definitely a bug.

Our reasoning is because it's very much too easy to get a hit with the Legion power, compare to the Nurse.
Another question: Will there be some type of penalty for being hit while injured? Most people won't bother healing and i have seen many people using Resilience to counter him a lot.
Also will the ridiculous double stun be removed?
That will come later, we have a few ideas but we are unsure about the right one, we will be reflecting on those once the live update comes out. He might not need an extra effect once the currently planned changes are in.

Our reasoning is because it's very much too easy to get a hit with the Legion power, compare to the Nurse. NOED with his power is simply the end of the game and felt very unfair.

His Frenzy is basically a free hit, him being at normal killer speed was very problematic during development and very unbalanced. There are a few tweaks coming on him for the live update. For balance sake, it is important that the Killer Power is balanced with everything that is already put in the game. Im sorry not to be rude but on some killers perks dont work at all, I mean yes tinkerer was changed to work for all killers but freddy, overcharge is awful on and same with deerstalker and unnerving presence, also insidious doesnt work on him
I cannot talk much about Freddy, but we definitely plan to revisit his design. These will obviously be taken into consideration, we will make sure that all perks work properly on him.

Good question. This will not happen, for obvious reason. We think that Perks should mostly affect your M1 mode as a killer and not buff your power (to a certain extend at least); add-ons are what we use for that purpose.

I will not enter into an in deep discussion on this thread but I would like to say that saying Perks do NOT Work on the legion is an overstatement as we make sure that all perks work accordingly on all Killers. Some might not be as effective simply because the killer is beneficiating from a better effect from his Power.
For balance sake, it is important that the Killer Power is balanced with everything that is already put in the game. Unfortunately, we have older content that is not perfectly balanced with newer content added in. Those unbalance instance will be revisited at some point. One thing we now keep in mind is that any effect specific to a Killer Power should not be totally countered by a specific Perk build.

Don't say, "You're playing him/her wrong." Guys I watched a SWF and they weren't sweaty, they was just playing together to have fun. The killer got a few 1k and 2k by spreading the damage, the killer was obviously good but he wasn't able to get hooks easily.

Although I can confirm that everything that you mentioned was tested out. Most of the ideas were actually how he was initially. We made him the way he is to give a chance to survivors to escape. He was simply unstoppable and not fun to play against. I will not explain all the reasoning for each point but I can guaranty that the whole design team sat down and discussed those before coming up with the current iteration. (I might explain further in a stream)
I can also confirm that the TR expand to 32M when he applies the Deep Wound effect, it was omitted from the Power description. (extending over 32M was useless and distracting because you did not have time to reach them) Text will be fixed.
We are also reviewing the pallet animation, it was done that way to make it feel good on 1st person, although it has a much bigger impact on gameplay than anticipated. Thank you again!

The powers strength is when you hit multiples they must heal thus slowing the game.
Power is just a slow down game thing assuming survivors are dumb enough to be close together.

That is correct. I just wanted to confirm our intention. It is very easy to get a hit with him but harder to down survivor.
