A slight rework to diminishing effects?

I do think Diminishing effects are a good idea, makes it easier to balance around. My only complaint is perks like Boon : Dark Theory and Made For This have deminishing effects as well. Can we please have a requirement to reach these diminishing effects, the same can be for killer. So like haste perks starts getting diminishing effects at like 10% haste.

    I wouldn't mind this as currently Dark Theory + MFT only gives 4% haste. A different suggestion would be any thing under 5% is no longer affected by diminishing returns.
