Tinkerer is ######### useless on Huntress (apologies if that seemed aggressive)
No it isn't, it tells you where to go and you can sneak up on people and instantly down them with your hatchets. People don't run away when they hear the lullaby so it doesn't matter that they can hear it. And it's super super powerful and oppressive when combined with Ruin.
Honestly I don't think there is an op combination anymore for Killer, they've all been nerfed into the ground and have counterplay.
Jokingly. You're all sleeping on Legion with only Spies.
Nurse - 3 blinks - Bbq, Whispers, No Way Out, Noed - Sacrificial ward.

There are two that come to mind...
Nurse - Torn Bookmark + Fragile Wheeze - Hex: Ruin + Pop goes the Weasle + Infectious Fright + No one escapes Death - Mary's Letter / Dusty Noose
Blight - Alchemist's Ring + Blighted Crow - Hex: Ruin + Pop goes the Weasle + Tinkerer + BBQ & Chilly + Ebony Memento Mori
Personaly I hate Ruin/Undying/Pop/Tinkerer. However I believe that those two Killers are better off with Ruin/Pop and some backup. The best offering is for a Killer sided map or just an Ebony Mori in oder to quicken the endgame and deny rescues.
And for unreal:
Bubba - Chilly² - Iron Grasp + Agitation + Monsterous Shrine + Trail of Torment - Bloody Party Streamers
Iridescent Head was nerfed and is almost useless unless you're running LP, Tinkerer is bad on Huntress due to the Lullaby and her huge size and NOED is a bad perk in general but worse on Killer's that have a better M2 than an M1 like Huntress
I would not say that NoeD is a bad perk. It depends on the Killer and if they can pressure survivors while the endgame is already ongoing. Nurse and Hag can both use NoeD pretty well, Nurse because insta downing Nurse with Infectious Fright is dangerous and Hag because she can dragg a survivor into her net and defend her NoeD.
However you are right, on Huntress that perk is pretty useless.
Nurse - Double Range - Ruin, Undying, Pop, Tinkerer - Midwich offering
With double range Nurse can get anywhere on Midwich. Tinkerer + 3 gen regression won't let anyone finish gens if the Nurse is decent.
True, NOED might be good if the player plays well and pressures people but it doesn't come close to meta (because nothing comes close to meta)

How about
Nurse
White Knit Comb (reduces lunge range on Blink attacks by 50%, gives extra bloodpoints)
Spasmodic Breath (if you hit with a blink attack you lose teleport for 60 seconds and move 115% survivor speed becoming a vanilla basic attack killer with no ability)
Perkless (it’s hard to think of a perk that makes her worse than having no perk at all)
Nurse - Ataxic Respiration + Torn Bookmark - Lethal Pursuer + Starstruck + Infectious Fright + Agitation - Mary's Letter
Based on past experience...
Clown - mad grit/lightborne/irongrip or star struck/agitation.
Addons - vhs tape and part bottles.
The unmitigated hate it recieves when I win with this is amazing. I think we could power cities with it. CITIES.
