What do you class as overperforming?
Is it a killer with a high kill ratio?
Is it a killer who's power has more reward than risk?
Is it survivors getting rewarded for making many mistakes?
Is it how unfun/fun each role is to play against?

If a killer gets more kills than escapes 70-80% of time, and across all ranks, it might need a rework. The issue in this game is the build killers and perks to compete at red ranks, and then they are op at other ranks. It’s impossible to balance fully.
Due to maps still needing to be fixed, SWF no being addressed and the plethora of bugs that still plague the game I'm not sure you an say something is "overperforming". I mean unless the kill rate is something stupidly high there are just too many broken variables that can skew that information.
Hypothetically if kills are how you judge overperforming, what if this said killer gets no kills all game and is only getting those "more kills 70-80% of time" in the duration of end game from having NOED after all the gens are powered. That is giving him kills but has absolutely nothing to do with how strong the killer was.
This is just one of many reasons why kills is a highly inaccurate way of determining over performance.

I think that they are both balanced. If you are a really good killer,you will kill. If you are a really good survivor,you might survive
Its too broad a term to be used as simply kills or escapes.
Something overperforming imo is anything in the game which allows it to be stronger than intended.
If it's the goto strat that is mostly played then its overperforming imo. Perks don't fall into this category as much for myself since they need certain conditions to be met.
Take the forever Freddy build. There was a reason it was changed as it was the go to setup with this killer due to it being the strongest slow down mechanic possible. This enabled players to win without having to apply much pressure as the mechanic applied the pressure for them.
The same can be said for tool boxes with the strongest add-ons paired with certain perks. Being able to do gens too fast also means they are overperforming imo.
The only difference between the two is one isn't as widely used and its really only SWF that coordinate a toolbox setup so the stats don't show the same effect of them.
I think toolbox add-ons need reworked imo.
I think the toolbox mechanic could be looked at and shouldn't be affected by perks such as resilience or prove thyself or multiple people on a gen. The perks and hoe many people take over as the default speed so the item loses its use if uses for no benefit. Basically they don't stack or there is a hard cap of speed. They can work verse certain slow down builds but overall this allows players to use a different variety of perks when brining in certain items.
This is why what can be done doesn't always reflect what is as the whole point of the game is to prolong it for more BP gain.
Kills also don't reflect anything to say a killer is overperforming since survivors can gain more from staying longer and eventually dying than getting out asap skewing those stats.
An underperforming killer can still 4k, an overperforming killer can still 0k. To me a lot of it comes to the person's ability when playing killer.
The best killers tend to play the strongest killers like pre nerf Spirit and nurse as they go on to play the next strongest killers they will increase the 'need' for a nerf of those too.
If every nurse and spirit player all switched to playing clown then he would be the one in the nerf spotlight. Because they are the most skilled killers in most cases, or they have a very high standard that they desperately want to keep with.
I agree, I had a game few years ago where the killer was an Oni, 3 of us completed the last gen, but he had NOED, eventually only one guy survived. I would say he was struggling through the whole game.

Something that you can play badly and still win easily.
You can't balance on survival rates until is actually has meaning. if i know i have enough to pip, i will do stupid things and not care if i die.
survival is a bonus, not a requirement, while killing is a requirement for the killer.
Feel like kill/survival ratio might mean more when matchmaking sets up games more fairly. Cant really complain about my killer being too OP due to high kill ratio or anything when 3 members of a team could be rank 20, lol.

If the kill rate of the killer is high, has a small amount of counterplay, and/or if the killer has a power that takes no skill to learn
To me overperforming is an unbalanced ratio between skill and performance, like Spirit or Old Legion
When the chest gives me a purple item.
Basically half the survivor meta perks as they have little to no counterplay and are getting more and more of it removed..plus the ways survivors can boost their capabilities far exceeds that of any killer augmentations , especially with nurses old addons hammered out
I guess...how many mistakes you can make and still win.
