I want to start by saying that ranking up was far too easy before the changes. No doubt about that. But the current system feels a little...uptight?
Uhh ranking up is so garbage now, too many things to screw you over, dc'ing survivors or killers makes it near impossible to pip, you have to fight for points with your squad mates, you have to play perfect to get a merciless, and playing too good either gets you de-pipped or just a black pip, yeah it needs to go back to the old system, or this one should just be overhauled again, tru3talent also made a system where it increases in increments at certain levels capping at red ranks that were actually reasonable.

Not the best idea, interesting premise but it needs a lot more thinking about...
The killer's power is too weak and the radius is insane, one use every 4 downs or interrupts is too long and a full map slow for an entire minute is broken, along with him being a 4.4 speed killer he is an awkwardly designed killer that is very weak.
Cry out is too similar to the perk Alert

After a long pondering on the changes made to the game in this ptb and community feedback along with your track-record of the nature of your changes over time I came to this consensus to form this question...
- As far as orientation of the preferred way your developer team tends to balance this game, these changes followed a specific pattern which was for every positive(i.e hatch closing mechanic, and the literal collapse itself) to the killer you gave you introduced certain balance changes that negatively affected the killer's ability to capitalize on the collapse itself;(i.e lowering gate opening time, collapse beginning when the gate's are opened, remember me change) knowing this... was your dev team worried that end game collapse itself along with the hatch closing mechanic would benefit killer's too greatly, thus making counter-measures to insure this large change to the game would be softened?

This is an amazing idea, literally amazing I would only hope a dev read's that thread and get's a "eurika!" moment, that would just about eliminate 3-4 gens being done in under 3 minutes type of thing.

The problem with legion is that because he can vault pallets and windows there isn't much of a counter to him. This killer adds the Insta down mechanic and it just makes Legion pointless. They won't add another killer that completely renders another character useless.
You need to take your feedback and try and adjust things to be more balanced. I can see your bloodlust perk has been called out as game breaking for the past week but you haven't changed it.
I'm not trying to say anything bad about your killer because a wolf killer would be cool and I enjoyed your story. He just needs balanced, as well as the perks.
- Billy doesn't need to be nerfed? How do you nerf him? Take away his Insta down? That would cripple him, and for the fact of making killers useless, the wolf would not eliminate the desire to play legion, people play killers because they like said killer, people wont stop playing leatherface because Billy exists of vice versa, people play killers they feel comfortable with or they play both. Honestly the killers of this game feel quite balanced until you reach legion. -

Pack Hunter is way to strong. Survivors have no counter to this and it is way too easy to farm with the killer. Distance too big and just unbalanced.
Dedicated to the chase is op. Gaining bloodlust so fast would break the game and would be horrible to play against. Is it 3 seconds for bloodlust 1?
Modern Medicine is ok but not worth running unless using a med kit. It's useless unless you have a med kit.
It's Not Voodoo isn't that good. Totems don't take that long to cleanse and I think I'd rather run small game to find totems, rather than this to break them faster. How much is the noise reduced because that makes a big difference to how this perk.
Shoulder the pain I don't see why anyone would run this. If your injured you will go down and killers would be irritated as well because there hit would do nothing.
These are good premises but they need to be changed and/or fine tuned, thing is billy stays in the game when he has an instant down and traversal all in one ability and no one calls him broken, so why not this character but with a stun at the end off of wiffed lunges or cancels? Seems to me this would be a very good character to take into account and implement in some way, this game could really use a werewolf character, it would spice up the mix quite nicely, Legion was quite a boring premise, just some dude or dudette wearing a mask and a knife quite a boring design, creativity in killers really brings appeal to them.

Can Billy vault pallets and windows with the chainsaw? Billy can instadown survivors, yes, but if the survivor know what they are doing they can avoid it. This killer can leap over pallets, over windows, and what stops him from charging the leap just before survivors vault a window/pallet, so staying still becoming an easy target? The sprint burst he gets has no drawback, you can still control it as if you were walking normally, you can still see scratch marks and blood, it doesn't say whether or not he can attack normally in this sprint burst. Also with the 115% movement speed you can just run to a survivor and cancel the sprint burst without worrying too much about losing the chase anyway
That's why I say, have the leap break pallets on contact and do nothing on windows, give the leap a charge time for survivors to react to it and the stun when he cancels it or misses the leap should be long enough for the survivors to get a reasonable distance away. That seems quite balanced to me and not a copy cat of legion.

To summarize killers don't wish to admit that it is their own fault. @BayBounty, is this correct?I summarize that killer's that have said mindset, is a symptom of the dev's lack of competency and/or greed, they aren't looking for a scapegoat to justify their losses to unfairness, they are just frustrated on how unfair it can be so they get this mindset to cope with said unfairness, unfortunately it tends to hinder instead of help them, killers are victims in this, not the instigators and no one should think that's what this post means.

It is a product and they are a developer of said product, I understand the nuances and the drive for why but as customers as a product for which we all payed for we all have a say, as to which this forum exists, if we didnt they wouldn't care for our feedback, either way I do not get why problems that have literally been here since day 1 are STILL here, that is more a mark than laziness then greed, some may argue that it will make the game too difficult for lower ranks, but lower ranks are simply a training ground for improving, a rank 20 wont stay at that same skill level forever, and the more difficulty there is will push them to improve to succeed.

Idea For Change
The only change I would make to this is to have his power, instead of vaulting windows and pallets, simply break pallets on contact, otherwise I utterly love this character and the survivor and I hope it gets implemented.
