Firstly, matchmaking and MMR and two different things. The matchmaking algorithm is the responsable to organize player matches. For example, the DBD matchmaking algorithm could work creating a bucket of 4 players with average rank of 11,75 and match with a killer with rank 9, as in this image, while ensuring that the players doesn't differ from 8 ranks from another. The MMR system is the one who classify someone. For example, Codeforces MMR system gives competitors a number between 0 and 3000 while DBD's MMR system gives players a number between 20 and 1.
That being said, as a developer, I believe that DBD should use the Glicko-2 system for MMR (the same as CS:GO and many other competitive games - because it is very easy to adapt for asymmetrical games and it is a well known and studied system) because both of the MMR system they created suck.

I do like the graphical update, just think the maps are too much dark. Dark map is not equal to more horror to me.
I think that all perks are very good, just targeted for different types of players. Maybe you're saying the survivor perks are bad because the existent are too good. The meta is too good and obvious right now and I agree with you, but this means that the existent perks that needs tweaks not the new ones. The new are fine for me.
The killer feels clunky without a doubt, there's a lot of things going wrong with him but I'm sure devs will look at it. Don't worry..

I have nothing to hate against console players but I have against the matchmaking system. As a two-trick nurse/huntress player on rank 1, the difference between survivors on console and on PC is very clear and I can spot in 5 seconds in a chase. Most of the console survivors that I go against wouldn't be on their ranks if they always played against PC killers in the same rank. That being noted, I can see why there's a hate between the different platforms: PC survivor player see how console survivor player performs and see a problem that isn't even the console player's fault and the hate begins. I only can be sorry for you guys when playing against me with that clunky controller. I just hope that BHVR implement something that makes looking behind and to sides easier (like a button) and improve FPS. Still, I will have advantage because mouse+keyboard is just free movement and I can play in a 144hz(and 144+ FPS) monitor with stretched resolution and a TON of NVIDIA Freestyle filters that makes my game a lot easier.

I'm a nurse main since her nerf. I think the only thing that I would change is keep the blink charge progress when you start another blink. I just felt the necessity of it when playing indoor maps and while inside main buildings.
Other than that, Dead Hard needs to be changed. It's not fair to reach someone to get outplayed by an E-press and having it completely negate your chase, giving survivors a free health state.

The issue isn't survivors needing DS because of camping/tunneling. The issue is as you had mentioned, that tunneling/camping IS the most efficient way to win. We don't fix this by making DS base kit, we fix this by making the "fun" killer play style more viable than the camping/tunneling play style.
The vast majority of perks on both sides are way undertuned which is part of the issue, but I do agree that all the second chance perks are way overtuned and in turn crowd out all the other options.
In summary:
Make the not tunneling/camping play style more viable, nerf second chance perks, and finally buff all the other perks that are way undertuned.
Sorry, I forgot to mention that the tweaked built-in Decisive Strike idea was just a lazy idea for fixing one problem. I completely agree with you.

It's fine anyway. Understanding what the killer can do against you makes you counterplay them also, and most of theses tutorials are useful for both.

I recommend you to learn how to play survivor properly at red ranks, because knowing your enemy is the best way to counterplay them.
If you are new to the game, you should not be worried about your rank. Take your time to learn and experiment, go to Youtube and watch Twitch streams. You will then pip naturally. Try not to be toxic or be affected by toxicity.
And lastly, do not expect to pip every killer game. This game is survivor sided and even good killers are completely destroyed and bullied by Save-Your-Friends survivors (friends who play together and communicate through Discord or voice channel, informing each other the killer's position, totem's spawning, and being able to do coordinate movements).
And the most important tip: do not take this game too seriously. Mainly because playing killer is very stressful.
