Calling Artist top 10 is not really the flex you think it is guys
Considering that being outside the top 5 in this game basically means you aren't viable against good survivors.
Think about who is in the top 10 in this game. Characters like Doctor are in the top 10 in some debates.
The top 5 is usually somewhere with Nurse, Blight, Spirit, Hag, Huntress. The next top 5 are something like PH, Oni. Then you get a MASSIVE dip in killer power. Plague, Wraith, Doctor, Bubba. These are the killers you care lumping artist with. Wraith, Plague and Doctor. I wouldn't call those 3 good killers by any stretch of the imagination.
This game has a cataclysm sized power difference between the actual good killers and the rest of the cast, and everyone seems content that Artist is a decent B tier killer in a game where even the S tier killers played to absolute perfection still lose a majority of their games.

not Hex exposes thats for sure. Haunted grounds really only works if it gets cleansed with a survivor trying to cleanse ruin. Sometimes you get potato survivors that just cleanse something lit cause its lit.
Make Your Choice SHOULD be a meta perk if it was designed at all well but it isn't so shrug
Dragons Grip could def see some usage. Trail of Torment and Dragon Grip together is actually pretty meme.
The problem is that most of the expose perks in this game rely on the killer having some form of mobility to actually capitalize on it. Which most killers dont.

Its honestly more of a tough question than people realize.
Lets look at other games in which professional players play in a ranked game mode (that is pro players who are on actual pro teams and not just solo queue heros)
I cant use a similar genre game because it doesn't exist. So i'll use other common ones. League, CSGO, WoW.
League you see pro's in the highest of the high of solo queue ranking. Challenger. They get there with somewhere between a 52 and 55% win rate. This is just above 50/50, so what we would call a 2k 2 escape match most likely.
CSGO. Pros are never really in ranked solo queue they do private servers/scrims so this one is harder to say. But of the pros that smurf and do play solo queue all are 100% the highest rank in the game and generally (depending on the player and what it is they specialize in) they will high or top frag (that is carry)
WoW. This one is by far the most obvious. Pro WoW arena players will absolutely dominate the arena ladder. So much so as having upwards of a 95% win rate until the highest of high ratings.
So if we ask ourselves. Should the literal BEST Nurse in the world be able to 2k every single match or 4k every single match. The answer generally, SHOULD BE, that the best Nurse on the planet should be able to routinely 4k if they put full effort and use a meta build. Now if you take an above average Nurse player they should probably 2-3k every round. With occasional 1k-0ks and occasional 4ks.
Then you have like. Clown and Legion and Deathslinger. In an ideal world nearly all the killers would be viable at higher MMRs but they are not.

Thats most of the fun perks in this game. They suck but they're fun. Forcing you to either have fun or win. There's no middle ground. Game is full of these ridiculous limit perks that really should not have limits or should have their limits changed.

1) People are realizing they GROSSLY overestimated her overall strength. She is no where near the S tier people thought she was gonna be. She isn't even near A tier.
2) To actually use her as anything more than an anti killer shack killer you have to play her VERY well, and mind game other survivors. This is simply not realistic to her power level. Think if nurse had to hit 3 times to down someone. Its just not enough bang for your buck.
3) Its just another anti loop killer. Not much creativity. Why play a raven lady who just....shoots a raven as her anti loop when you can play any of the other way better anti loop killers.

Regardless of whether the achievement is bugged or not. I do not believe for even a fraction of a second you got 20 killer instinct detects in 13 straight matches unless you were using map wide terror radius addon and went against 4 chimpanzees

Hex perks were already in an iffy state. Then boon totems came out. Hex perks are actually just bad now. Good survivors will not cleanse a totem unless they see ruin is active. Once ruin is gone they will not cleanse a single other hex totem unless a killer hits 3 devour hope stacks and they will keep track of where lit totems spawn. No other hex perk has enough of an impact on the game to actually necessitate wasting the time to hunt down and cleanse the totem.
Hex perks are rapidly going the way of the dodo.

I try to. But at my MMR I honestly would have better luck throwing an inflatable pool toy at survivors and hoping they trip into a health state than actually playing them. Julie/Susie/Frank will just have to wait until they get a rework. Legion as is, is just a trainwreck. Zero creativity went into the creation of Legion. Especially when you consider that Legion was SUPPOSED to be a killer that disguises themselves as a survivor.

Read my comment. When and where did I said it's not effective? I said the reasons of tunneling and I'm right. It's either because they are toxic, weak, they have to put pressure or just hate that survivor for specific reasons. It's the easiest way to kill. Easy doesn't mean skill. No matter what you say.
You did not once say anything about needing pressure. You said its literally always toxic. It's not. You're just entitled to believe the killer should purposely stop his/hers best method to win the game simply so you can have fun.

No. It should be completely reworked. A perk that issues a reward for you playing in a way that generally LOSES you the game is a terribly designed perk.
If you are 4 hooking survivors you're either already going to win that game, or have Noed and its EGC already.
Assuming you are playing to win and not playing for the sole purpose of just dilly dallying around this perk actively rewards bad play. Terribly designed perk

Plague will almost always be the best partner generally speaking simply due to how she works.
I'd say Plague Blight, Plague Nurse
Also for consideration might be Deathslinger Legion
A sort of silly but sneaky one might be Hag and Michael. Since Tier 3 applies survivors with exposed, not gives Michael an insta down Hag teleport hits would be disgusting.

Which is usually incorrect. You only go for kobes generally when someone is NOT rescuing. Otherwise you lessen the time survivors have to make plays.

Let that sink in. They PURPOSELY introduced the best anti cleanse hex perk AFTER they allow survivors to cleanse a totem without breaking it, thereby making the perk basically irrelevant since CoH/Shadowstep are both meta perks

No she isn't lol. Shes, at absolute best, an A tier on maps that are amazing for her. Dead Dawg, ARP, Coal Mine, Lerys to an extent.
She drops to middle of B tier for most other maps.

She's actually quite good on controlling the map, forcing survivors to repel all the time means gen slowdowns have quite good synergy with her. Hold W hurts her, but what killer besides the top 3 doesn't struggle with it?

Hate to disagree but if you're hitting survivors with snipes consistently you're playing against some potatos. Obviously you CAN land snipes, I do, but doing it consistently requires you to be against people who....simply don't know how to play against artist.
Math makes this true in almost every sense. It takes 1 second to charge power, 5 seconds to recover power shooting one crow. So 6 seconds. It takes 8 seconds to remove crows. Crows stop giving vision 2.5 seconds after removing. Assuming a survivor starts removing crows as soon as they get hit, (which every single survivor should be doing) you have 2 seconds to line up a shot that you cant see through a wall anymore.
Also, suvivors can simply look behind them at the angle the crow you setup was aimed.
Believe me I WISH her sniping was better, its her actual skill department.

After about 100 games with her. She's actually really not very good. Giant maps remove her. Any map with a decent tile connector (so basically all of them) invalidate her power.
Being able to sprint while removing crows is unacceptable. Her nerf from PTB to live ruined her actual anti loop.

Remove perk Tiers. Grind solved.
Buff every single killer in the game/rework the bad killers with horrible concepts (Legion, Myers, etc)
Fire whoever designs maps at BHVR and then interview them. I want to know what the hell they were thinking

New Boon is eh. But the fact that it comes completely free with other boon perks in boon perk builds is still just ridiculous. It won't do much of anything honestly. Shadowstep/CoH are still miles better, but those perks are miles better than anything else in the game so thats not really much of a point.
Corrective Action is "never pick this perk tier" it doesnt do jack.
Overcome. S+ broken tier. Hold W is still the strongest thing you can do as a survivor. Giving a survivor an on demand sprint burst that lasts longer than sprint burst means you auto lose the chase. If you try and continue on someone using overcome you will lose gens for it. End of story. Its the best exhaustion perk in the game now. Basic map knowledge means that if you get hit while running this perk, you make it to, LITERALLY, any loop, on any map that you want.
For the killer. Deadlock is garbage. Hex peppermint patty is the most laughable excuse of a perk I've ever seen simply because boons exist. If boons didnt exist it would still be a D tier perk due to the time and setup needed. (Requiring survivors to do a secondary objective they never do for a perk to be strong is just potato tier game design)
Scourge Hook though. This is such a nice perk. Its Surge but good. Its pop but actually better. Instead of hooking and running to the gen you need to interrupt. You hook, it pops it automatically, PLUS survivors on it will scream. Informing you HOW MANY survivors are on the most progressed gen. This perk is AMAZING. Meta perk or slightly off meta perk for absolute sure. With the undying nerf, boon totems existing, which basically removes hex perks from the game, Pop was the only gen regression, and its not very good at that. Scourge Hook pain is competing with Lethal Pursuer as the best perk they've put out for a killer in a long time. Great design on a perk. The main downside unfortunately to it, is that some maps that are already bad for killers, become even worse with this perk.

Scourge Hook perk is actually pretty impressive if you get a halfway decent map. She herself is map dependent strength. Large amounts of LoS with connected loops absolutely ruin her. Crows only do damage if you're effected by a crow storm or if they directly hit you, and since you can shoo the crows away in chase it makes some tiles a right pain in the patoot. Up down maps also are physically impossible. Game? Forget it. Silent Hill? Forget it. Maps she will shine on are narrow forcing maps. She'll do very well on Fathers Chapel, one of the few killers to do really well on Lerys, she can handle the corn maps okayish, she can do Dead Dawg pretty easily as long as you avoid backroad and just play center/gallows, basically like what every killer does on that map. She does really poorly on her own map, Red Forest, Ward, Temple of Purgation, RPD is by FAR her worst map, but thats every killers worst map except maybe low MMR Ghostface where survivors cant find anything.
She herself is VERY fun to play. I don't think she's S or even A tier. I'd put her in B+ for now. Her current state is probably A tier, but once survivors learn to play against her, or BHVR nerfs her, one of which will happen. She will go down in power. I've already seen survivors who know to simply hold W after you throw a crow. Your power takes a pretty decent time to recharge and if you just hold W and look behind you then Artist loses a bit of her strength. But for survivors who try and fancy loop and tbag, she's a menace

Its a literal S tier perk in terms of usefulness. Its an F tier perk for game health.
Getting hit now turns into you drop chase and get a free heal. It's actually better than dead hard on most maps anyways.
I really don't get how someone thought it was okay to allow a longer on demand sprint burst to exist in a game that already has issues.

The ACTUAL answer is that BHVR is afraid and have no idea how to balance the game.
The longer answer is that BHVR does not possess the knowledge of an experienced PvP game developer to not cater to the masses when it comes to balance. The masses of this game are survivor players. Just math proves this. If you don't have the game as survivor sided, logic would state survivor play would go down. And snowball snowball snowball from there. BHVR thinks this is true. It is not. Because they continue to hamstring decent (not even good) killers because they are "unfun" proves they have no idea what is going on with balance.
Now this is PARTIALLY because of the games BASE design. This game was never designed to have the player base it does have. Any small indie dev (which is what this game used to be run by) can design a map/killer/survivor system as basic as the one we have right now. There's no map interaction, its VERY simple, one dimensional, and you allow the fact that its a PvP game to give it replayability.
This game unfortunately just lacks enough depth to be ALLOWED to create fun new things. Nurse is literally the only killer in this game who actively interacts with an Axis besides the X. There is only so much you can do with flat ground.
TL;DR Devs have no idea that you don't need to cater to masses to balance a game, and this game doesn't actually leave much room for balance without a massive overhaul of the entire baseline

Thats false. You literally always had time to react. ADS time used to be .50 seconds. Firing time was .15. Full time to fire as fast as you possibly can with old quick scope was .65 seconds. Average human reaction time is more than half that. Most gamers average reaction time is WELL more than half that.
