Iridescent shards are for Behavior created characters. License holders get paid for allowing their characters or likenesses to be used.

Yes, but that was a free update. Probably because Valve is okay with that sort of thing. Could be wrong, but it's possible that Bill the charactet being PC exclusive could factor into him and his perks being free.
