This perks was made to soft counter infinities in the game, but it actually does not.

If you do not understand, then I can't really help you.
yes if this perk using in some maps could be good for block long looping
but most maps have 2windows at looping spots
crotus prenn / haddonfield / red forest / lery / springwoods / swamp / coldwind / autohaven
have 2windows looping spot or more than 2windows
but you said soft counter to shorter looping
that part is already working cause killers vault speed increase so survivors can't vault 3times mostly
actual problem is walking killers have no slots for bamboozle
brutal enduring is way better than bamboozle
I also think that the timer for the windowblocker is to short

It good where it is now. It blocks a few infinites and makes a few infinites shorter. Not too overpowered, and not useless
I think tier III of perks should have a bit higher attribute on certain perks.
Bamboozle is one of them.
what is it 8, 12 and 16 second wait?
why not make that 10, 14 and 20 second wait?
I do not know, look at barn on Farm maps, there are 2 windows near each other, so basically you can waste whole game trying to catch a surv there. If Bamboozle could block 2 windows at the same time, the infinities would be "balanced".

I think you misunderstood the pitch of this game :
KIller perks are made to have conditions to activate/be useful, which usually makes them weak.
Meanwhile, survivors just have to press a button and it's done.
