New Anti Slugging Mechanic
One suggestion I have:
When the killer downs a survivor, if they allow the survivor to recover as much as possible (because they left to slug teammates) when they return to pick up the downed survivor the wiggle bar should be filled 20%-50% or so. That way the killer has to make a choice to slug or not.

That's a perk called "Flip-Flop" and it comes with Ash.
Slugging on itself is not even a problem in a normal game, sometimes you just don't have time to pick up because you have to defend a gen or someone with a flashlight or toolbox is near you. The only thing that would be a problem would be bleeding out people intentionelly, but only if you could hook them.
Besides that your "solution" would only work in deadzones and therefore promoting me to bleed you out: I can't hook you there, so I'll bleed you out xD
And when paired with Power Struggle, it makes picking up a survivor at a pallet impossible, so best to leave them slugged. Combine with killers occasionally having to check the area to make sure no survivors are around to attempt a save, making Flip-Flop basekit could cause more problems that would encourage even more slugging.
Just let people choose to bleed out faster after being slugged for a certain time. If I'm still slugged after recovering to 'find help' it's probably getting to be time to go next in most common situations.
Setting aside that this is verbatim a perk - as a measure, this would encourage killers to slug and fully bleed out survivors, as it doesn't harm the practice of slugging itself but makes hooking the survivors afterwards risky. That's not good. You don't want that to happen.
If hooking weren't so punishing and time-consuming it wouldn't be such an issue.
