Does Borrowed Time extend endurance to 20 seconds?
And is it still a good perk?

Honestly, I never see it anymore.
It extends the duration of the Endurance AND Haste.
It still is a good perk, can be nice to have since Killers just wait out basekit BT but never wait the extra duration since they never expect it.
Also stacks with other perks like No One Left Behind and Babysitter.
@Iron_Cutlass hits all the details of it.
Whether it is good or not depends on how the killer plays. If the killer is not tunneling, We'll Make It is better in my opinion for a quick heal. If the killer is tunneling though this perk has a lot of value.
The downside is sometimes all survivors have either dead hard or off the record, lessening the value of this perk (its still useful, the added haste bonus).
Its decent, especially when paired with Babysitter since it makes tunneling really hard with fast movement speed, no scratch marks or pools of blood and long endurance effect which catches most Killers by surprise.
What’s Borrowed Time?…
Is it 20 seconds?
Yes, it extends unhook Endurance and Haste to 20 seconds.
20s of endurance and haste is huge especially against killers who try and wait it out and even if they don't 10% haste for 20s buys a lot of time and distance
Yes and yes. Because nobody uses it anymore, people don't expect it, and so haven't yet learned to wait 11 seconds before hitting to see if they're still moving quicker or not. It allows you to make risk(ier) plays knowing you can rely on your own perks, unlike OTR and DS which you can't tell if people are running or not, and it works on all unhooks including in endgame. But because it also works beforehand too it's a lot less situational than every other perk and still as strong as it ever was.
It's absolutely worth running in any build you've got space for it.
Yes it is still a good perk, not as good as it once was but still great.
I run it with Babysitter and No One Left Behind in a meme build that gives 21% haste to unhooked survivor in endgame, it makes endgame saves basically free.
Even on its own, the endurance helps against unsuspecting killers and you can't really wait it out. Even if they hit you, the haste is still helpful (how much depends on the killer you are facing, good luck against nurse/blight). The fact that it doesn't deactivate in the endgame also makes it really nice for saves that you'd otherwise have to give up on.
The perk is very strong especially ingame scenarios
It can be pretty clutch in SoloQ, especially as its not expected.
It allows you to heal off hook, and if the killer comes back, you haven't just granted an automatic extra hook.
Good vs. Tunneling. If your teammate doesn't have OTR, it can buy them the extra time they need to reach a loop and stay alive longer, and with the speed boost on top being longer in some way it can be better than OTR. 20 secs almost guarantees being able to make something, even if everything nearby is used up.
The fact it doesn't disable at end game also gives a solid chance to get everyone out.
I think it's kinda slept on tbh.
Yes I still run it. Killers never expect the 20 seconds of endurance. I have saved many team mates because of it.
a game changer in end game but not really good overall anymore. maybe you get killers that want to tunnel and wait 10 seconds now and then but just like all other occasional perks, most of the time you won't even see value.
