What is the PTB for?
My guess is marketing? They don't really make it a testing ground for improvements. I would like it if they made changes to a bunch of perks, powers and all that so players can test it out.

They do make adjustments based on PTB feedback but it is only a testing ground for changes already planned or scheduled. So every little change takes ages.
If that was the case, everything that hits PTB would make it to live without any changes. The fact that there ARE changes, or even complete cancelations in the case of the built in Unbreakable PTB... I think it's fair to conclude that you're wrong.
It’s definitely partly marketing at this point. And would be stupid if not used as such when there is already everything content wise available.
there are however also always changes from PTB to live and I think in recent months they have gotten better at this - both implementation wise but also communication wise! Sometimes changes are not made directly to live release but made in later bug fix patches which is also reasonable.
A lot of the time, it's to make sure changes happen quicker and if there is a gamebreaking bug/exploit found to make sure it's fixed or killswitched upon release. They've been pretty open that to keep their patch cycle consistent in line with Microsoft/Sony/Nintendo's approval systems they have only a week post-PTB to make adjustments before it's sent off to be certified, and the only realistic way around this is to make their own launcher.
It's for bug testing and balance feedback, as well as a small amount of hyping people up for the new content.
That's really all I'd expect from a game's PTB servers, honestly, I don't quite understand what some folks expect a PTB to be for if it's not that.
