Could this idea help tunneling?
Rework obsession. The survivor with the total most time in chase becomes the obsession at the start of a chase. Rework obsession perks for survivor and killer to play around. Since there is no removing tunneling make it part of the game which is indicated by perks that revolve around it.
Survivor Rework:
Decisive Strike: Activates when you are the obsession, and is one hook state away from death. Complete a skill check when grabbed by the killer to escape, stunning the killer for 3 seconds. This perk deactivates for 10 seconds once a generator is completed. Once the Exit Gates are powered this perk deactivates for the remainder of the trial.
Object of Obsession: Whenever you’re hooked as the obsession gain a token. Increases Vault speeds during a chase by 5% for each token, and increases wiggle speeds by 10% for each token. Reveals the aura of the killer if they can see your aura.
Mettle of Man: After 3 Protection Hit events this perk activates. Taking protection hits while injured won’t cause you to go to down. The perk deactivates upon being fully healed. Upon being healed the killer can see your aura whenever you’re 16 Meters away.
Killer:
Dark Devotion: Hitting the obsession causes another TR to be produced from the obsession. (No Undetectable. Just make a bigger TR to cause area wide confusion instead with perk synergy like Coulro and Unnerving).
Furtive Chase: Whenever you hook the obsession gain a token, up to a maximum of 4 tokens. Whenever become the obsession is unhooked the killer is granted Undetectable for 4 seconds for every token. If the survivor wasn’t the obsession upon rescue they become the new obsession.

So, if 2 survivors managed to get this perk to work, they become literally unkillable?
The nightmare scenario. Hacking without the need to actually hack. Imagine is all 4 survivors have MoM active and are all injured and need each other. *shudders*
Imagine two survivors deliberately getting MoM to work... If two survivors are trying to get stacks they aren’t doing objectives. That’s why MoM sucks already. The only time you get MoM stacks is by dive bombing a hook. If 2 people managed to get MoM against you then you did something wrong.

DS would work indefinitely as long as the gates aren’t powered, and you’re at death hook. The gen cooldown is to prevent survivors from abusing that ability to the fullest, which was the problem with DS. It wasn’t anti-tunnel since no one really used it to stop tunneling. They would work on gens, and body block. So how is that nerfing?
Working on gens or performing any conspicuous action deactivates DS & has for a long while. And it’s still just 3 seconds, which isn’t really enough time to escape a killer. Additionally, a killer can avoid it through tunnel/slug. So it wouldn’t even stop tunneling if it worked the way you want. It would just have more restrictions & prevent a hook death, ig. I understand you’re worried it’ll somehow be abused, but your proposed changes effectively nerf it again.
they can invest their time to get MoM to work, and then work on the gens for however long they want, since you physically cannot stop them.
Or they can go to any survivor that is injured, and force you to leave him, or otherwise you'll get infinitely bodyblocked (you hit survivor 1, he loses collision for a while. Now you need to hit survivor 2, since he is blocking you too. Whoops, survivor 1 already gained collision back, so, he bodyblocks you again)
Mori would entirely invalidate the perk now, since it requires you to be on death hook.
Also, what's this historical revisionism of the perk not being used to counter tunnelling? That was literally the only thing it was good for by the end, before it got gutted so that it couldn't even do that.
Literally all they need to do is add a strong anti tunneling perk that is available to everyone from the start. Beginners and casuals have literally nothing they can use against tunneling. Kind of ridiculous to lock anti tunnel behind DLC to be honest.
