I know someone who's P27 on Steve and he got it legitimately. It's possible they've been no-lifing the game and burning lots of flans for bloodpoints.
Idk if it would've been possible to get to that level yet the update hasn't been out for too long, you would have to have hoarded millions of blood points
Hate to break it to you, but a level 36 Dwight can be just as terrible as a no rank Quentin
They probably saved a LOT of bloodpoints from rank resets to do so (since BP from codes and rank reset go beyond the BP cap). You can also save a lot of archive BP as well.
