Distraction rework
Would you consider making Distraction work against all killers? You can be chased by Michael for three minutes and its dial never moves. I love the perk but wish it would still be usable against stealth killers. I'm not aware of many perks which have no use against only certain killers.

Stake Out has the same terror radius requirement. Useless against stealth killers.
Do killers have any perks which are useless against certain survivors? Nope.
Stridor is useless against survivors running Iron Will.

That's a faulty argument. Survivors don't work that way: they don't have powers to cancel out a perk. They have perks and items with add-ons.
Killers are unique with unique(-ish) powers. Survivors are skins; if you take away perks and items and go by individual survivors, then the thing differentiating them is their appearance, and there are no abilities tied to appearances unless you want to talk about Claudette's built-in stealth (in which case she cancels out the killer's ability to find the survivor with their eyes).
So, to restate this, if you're saying "killers don't have any perks which are useless against certain survivors' powers," then yes, but the statement's only true because survivors don't have powers. To rectify this, you would first have to give each individual survivor a unique power, and that's a different discussion entirely. Or is that the discussion you're trying to have? It's a fine discussion, and fun to think of in a "what if" kind of way, but if we stick to reality the devs have specifically said they don't want survivors to be different in any way other than appearance.
Enduring + Spirit fury (Survivors that pre drop pallets)
Blood Warden (Survivors that 99 a gate)
Hoarder (Survivors that don't pick up items or search chests)
Infectious Fright (Survivors that run away from a killer's TR)
etc.
But it shouldn't be it should lower Iron will by the percentage of the killer perk.
All healing perks and items are rendered useless against Plague, at least most of the time. One of the reasons I hate her power.
The problem if Diversion is changed to work on undetectable killers is that it would double as a detection perk for free.
Maybe it could be charged by repairing generators like Blast Mine and Flashbang instead? Or a combination of both ways?
I use it as a detection perk, but it does not have to. For instance instead of the needle visibly moving when the killer is close it could still fill but give no visible indication it is filling until it is full it would no longer be grayed out. Then it still works as distraction but not detection against all killers.
Well, it could anyway give an indication that the killer is here. Suddenly you have Distraction active, you know there's the killer nearby.
That is one of the strength of Stealth killers, and I think it's fair they have that kind of advantage too.
Having sight of the killer would be cool and pretty thematic, kind of like how you can reveal ghostface but less restrictive. The longer you look directly at them, the more the timer goes down. Then stakeout would be an actual stakeout and not just "about to be murdered"
