An Idea: Chapters with No New Characters
We have a roster over 25+ on each side, over 80 perks each, and no balance.
I'd say after the MUCH NEEDED gamehealth patches chapters should (for a while) maybe introduce secondary modes and new perks for old characters.
We now have bots, so, for example unlock an ability for plague to summon her fellow worshippers to corrupt pools or gens for her in a certain radius from the summoning point while she can go on her merry ways.

You're missing a comma between "gamehealth patches" and "chapters". I'm guessing that's where the confusion comes from. Regardless, you're right.
However, I'm not sure about introducing new game modes beyond the most obvious one (2 killers, probably 2v6). Too many people want crazy game modes with arbitrary restrictions and rules that are basically entire games in and of themselves, almost like they just want to have "their game" be made for free.
I am all for an optimization patch or chapter... typically the "mid-chapter" patch is the one that fixes the bugs but i'd still like the devs to make a chapter for the health of the game...
In the title: "chapters". And then you wrote about game health. A chapter is a new killer and/or survivor and/or map. If there's none of those things, it's not a chapter.

The TITLE concerns the general idea for something that could be done AFTER the much needed health patches.
It is and IDEA for CHAPTERS AFTER the much needed health PATCHES.

That don’t solve major issues with the game and only touch up on things we’ve been complaining about for literal years. BHVR is extremely slow when it comes to anything game health related so focusing entirely on that would be good.
I think map balance can only be achieved with dynamic map generation.

A chapter where we just get a bonus map for already existing realms (we could use more maps for Red Forest, Ormond, and Grave of Glenvale) would be great as well.
Yeah, but you can't really have Map Chapters, cause maps oughta be available to everyone.
Thus the idea of Chapters that add to the existing characters, including an expansion of their map-pool (aka you'd unlock new abilities for the characters you couldn't get otherwise, and get a new map for everyone)
Heck, you could even tie new maps into the new powers/perks somehow
