Is it useful? Yes
Does it have counterplay? Yes
Does it raise Blight's skillcap? Yes, not by much and a argument is to be made that becoming reliant on it makes you worse in the long run, but yes
HOWEVER
Is it intended? No
Have the devs said it's a exploit? Yes
Have the devs said they do not want it in the game and have also said they plan on removing it? Yes

Can you explain the counter play? (Genuine question)
The counterplay from what i gathered is to get out of line of sight and just assume the Blight will use the J-Flick, aside from the usual 360s and pre-dropping pallets
Alright, but do you think that A: knowing what the J-flick is, and B: assuming that the Blight also knows what it is and is going to use it is a bit much?
Funny thing is how devs didn't do and won't do anything about stretches res exploiters.
Ok, I assume he does a j flick. Now how do I actually counter it? The counter play to Blight is to go around obstacles, but if he does a j flick that no longer works. So I ask again, where is the counterplay?

Well. you're not wrong, but you're not right either,
The way to counter a j-flick is to bait going into the pallet. then 180 out the pallet and the blight will yeet air into the pallet,
It doesn't matter if it has counterplay, its still exploiting.
And the counter play to it requires insanely quick reactions due to how fast the flick is
No it does not raise the blight's skill cap it lowers it. At some loops you might have to do a couple of tricky bounces to hit the survivor. J flicking takes away that by allowing you to 180. So while j flicking you might only need one bounce instead of 2 or 3 to hit the survivor

You usually need a speed boost to compensate the turning my guy,

It was a scenario if you read the second sentence, and no it doesn't how in what world does making it easier to turn increase the skill gap of a killer, that would mean its easier to do it. Some blight line themselves up to rush and get hits. J flick you don't need to you just rush and flick and you can get them.
It's a form of cheating, along with crosshair overlays, bright overlays, using resolution for an edge, using a macro, using comms, binding to your mouse wheel, map expoits, etc.
I don't care one way or the other, but if you cheat you're never really winning, you're admitting you can't win fairly. Maybe your cheat will trick me into thinking you won, but you're also admitting you can't win without it.

Well,that's probably because not every Blight player plays on PC and/or knows about the J-Flick.
