Who is to say you can't blind hatchets. You havened seen the point of view of hatchets. Have you even tried to blind hatchets or did you just assume it didn't work?

You can blind demo who doesn't have any eyes

Victor is killer's power. Go in the game, unbind your power button and see if you can control him
For the same reason not a single perk works for him or vs him

Hovering over Twins on character select will show what perks they have, a really short summary of what their power is, and what the perks do together
Just because a killer cannot start a chase doesn't make them unblindable, GhostFace and Michael have to land a hit first to begin a chase and you can blind them still
The real question is: why are you making such a big deal out if it?
Because bhvr said they want things in the game to be consistent. Ad they are doing the opposite.
But you can "blind" The Hag's phantasm traps. The consistency is there: certain killer powers CAN be affected by flashlights.

No they don't. Chase will start when survivor will start running. The only killers who might not start a chase are those who interacting with spirit world at the time
A lot of killers when they get blind can't use their power. Legion also gets knocked out of Feral Frenzy when blinded.
I don't see how standing still in front of victor trying to blind him helps you though. You're just an easy target for a pounce.
I mean, he does have three eyes. It must be super easy to blind him.
On a serious note, no idea. It seems pretty useless for both sides, since when are you ever gonna have a chance to blind Victor? What good would it do?
It's not about helping you, but about the fact that bhvr said they want all their killers to be consistent (when they removed stbfl from feral frenzy) and then doing the opposite
