I have seen people complain about the current state of Legion. I don't have a problem with them. I can still get 4ks or even 2ks, and i dont even have many killer perks. My main Legion build is Iron Grasp, Iron Maiden, Sloppy Butcher, and Discordence. These don't necessarily pair together well. I dont have issues

Legion is not strong, you can easily escape as 4/4 as a survivor. No matter where you look at the plugins, it's useless. (Iridescent Button excluding) Cool-down is usually the biggest problem because we have a 4 second penalty, especially when we miss it, it is really the biggest problem. Especially if we calculate pin add-ons as 60 second,12 seconds mend, it is 40-30 seconds depending on the situation. They still want nerf as Legion, but Legion is dead now.
I'd have to question what ranks you're playing at if you're getting 4k's consistently with that build. Iron Grasp and Iron Maiden are "why even have a perk in that slot" levels of useless, so I can only assume you are going against straight up potatoes if you're getting 4k's with basically two semi-useful perks and two completely useless ones. What do you do for finding survivors if discordance never goes off? Seems like a lot of mindlessly walking from gen to gen with that build, but to each their own.
As far as Legion's overall setup his ability is just not very threatening. You can't down anyone in frenzy so really he just benefits from injuring multiple survivors then hopefully downing a couple before they get the chance to heal up. If he gets off to a good start he can pressure like crazy, an initial frenzy with three injuries can really put a team of survivors on the back foot giving legion a chance to get some downs and hooks. The problem is if they stay spread he really is just an M1 killer with a quick first injure and still has to M1 chase to finish for a down and hook. Add in the massive penalty for missing a frenzy stab and it's pretty easy to see why he's not the strongest. That said he's probably a lower mid-tier killer, he's similar to plague in a lot of ways. Both essentially excel at keeping survivors injured or broken but have to rely on basic M1 chases to finish a down and hook.
If the survivors are good, they will most likely be able to loop you long enough for you to lose the game easily. He's good at getting people injured, but has nothing to help him to down survivors.
He is definitely one of the killers to benefit the most from reworked and balanced maps.
but that is their strength, making people wounded, if they dont heal they run a risk of an ez M1 down, if they do they spend time which works to benefit the killer
That's why I think Legion is one of the killers that profits the most from more balanced maps. If less pallets are safe, then they can indeed be pretty strong, simply because they get survivors injured so easily, so the survivors either have to waste more time healing, or risk being downed much quicker because they are one shot.
On farm maps for example, he isn't too dangerous because he can't punish survivors that don't heal reliably because of all the safe pallet loops on those maps.
You can get a 4K or a 2K with a no blink nurse doesn't mean it's a good build or strategy or even a good way to play her
