I agree. HEX Perks are stronger then normal ones but i always prefer to play with normal perks since ones the HEX is gone you have wasted a perk slot. This will almost always be the case. If you want to actually play the killer pick Blight. He is (in my oppinion) not a strong killer but more fun to play as the clown.
Actually both are just for the perks but mastering blight still hasm ore potential.

This actually "calms my spirit".
The "punishement" for having too many killers / perks however is still an issue. Recently i bought the blight as well as the deathslinger.
I have bought them but i will not play them because of the hardcore grind i would have to take just to get monitor and abuse on deathslinger or "dunno yet what is good on" the blight. I have a lot of other killers that i will never max out and actually get to play. 65 or so perks. As usual, the ones you actually need are the ones you will get at the very last on this chain. No joke, i think there is some kind of algorythm that likes to screw with me.
65 * 3 = 195 perks
Per level (counting on 50) each level costs about 50k BP and gives 2 perks.
195 / 2 * 50.000 = 4.875.000 Million Bloodpoints.
With an average of 30k per match i would have to win 163 matches to get enough bloodpoints to (probably) get the perks i want. This is only one killer and i have 21 ...
Most of them on lvl 35 but only for the teachables. No chance of maining an additional killer.

Doc has a rather unique situation: He is rightfully one of the more hated killers, but for the wrong reason.
Unlike most killers, and this is something I rarely mention because people get butthurt about it, a good Doc has zero counterplay. They can time their shocks just right and you don't really have any option but to hold W. However, it is extremely rare to see a good Doc, and most solo players get destroyed more by panicking teammates that rely on stealth than the killer being good.
Agreed. Most Doc players run after you for like 10 minutes and zap you 8 times instead of landing a hit. Just drop a pallet and run around the loop while getting shocked. This can sometimes go on for minutes but most players just panick, try to hide in some corner of the map or inside lockers.
BTW: Doc CAN be played in a way where you deny vaults with your shocks but this totally misses the point of the Doc. PH, Huntress and even the Clown can do this much better. His Terror radius is what makes him strong but most Doc players don't even run distressing on him. Despite having anything that gives him a larger terror radius. But somehow some survivors always manage to get shocked.

I am a Silent Hill fan too. He is okey. Not the best killer but still pretty strong. But i agree that the devs could have made much more with him. Instead of his theme he "should" have the radio noise. The concept of different "worlds" has been explored with Freddy. Why not with PH?
Maybe a mix of the Shape and Freddy where you have to build up power until the Fog world triggers and on stage 3 a similar effect could take place for the otherworld (something more dark and gritty). Kinda unused potential. Doesn't mean he is bad or anything. Just not as cool and thematic as he could be. I am also kinda missing the Bugs. Maybe his kick-perk could have a 60 second after effect so when a survivors starts to repair this gen bugs will bite him and he goes one health state down. This would also make more sense with the yellow glow as to let everyone know where he is and that he has no terror radius. This perk is rather useless.

"It's not 'punishing'. It's giving Prestige some meaning! So you prestige someone you really like and then go get the perks for them." - BHVR, probably.
It's just artificial grind inflation - you want to prestige, you get to experience the grind all over again instead of having 50 levels of nothing but items and add-ons because you have all perks.
I have no need for "prestige" and bloody clothes. But every killer has about 80% junk addons you can use on lower levels, but forget about on red ranks. The game has not communicated well enough how important this will become and that it is actually mendatory to up your prestige BEFORE you get all perks. Right now i am spending most of my BP on junk i don't need. Thus giving me less BP to spend on other, none main Killers.
