Probably not the perks you're looking for, but they are definitely there.
A small portion of two mid tier perks in exchange for two of survivors best perks, seems fair.

If you left someone slugged for that long and no one on their team got them back up after waiting there fully recovered for the extra time that enables them to get up, then that's on you.
With unbreakable it is 22 seconds. There are plenty of situations where you either cannot pick someone up in that time, or doing so would put you at a huge disadvantage.

Given how long it took to simply get color blind options and how it literally took media attention to get them it is safe to say we will never get an FoV slider.

With unbreakable it is nearly 20 seconds. Good luck chasing and downing the guy camping the pallet in that time.

So what they can always nerf boil over if it's really that good, in 1500 hours of playtime and half of it playing killer I never had any issue with boil over except maybe once or twice, played against a lot of cancer knock out builds tho, pretty hard to counter in solo q without comms
That still leaves the problem of being unable to slug when survivors are under pallets or have a friend waiting with a flashlight while they are in the open. BHVR hasn't thought this update through and it will only make SWF even more powerful, which is not something we need.

It isn't just boil over that will be a problem, it is also being unable to slug survivors under pallets and who have friends waiting for flashlight saves when they are in the open. These changes introduce a lot of problems that BHVR clearly hasn't thought about.

once again twins is an outlier. you can blame the killers that slug for the 4k at 5 gens for screwing twins. Maybe now bhvr will finally get around to that rework of the twins. This change needed to happen because killers couldn't help themselves.
It's not just twins, Oni, Myers, and Plague all need to slug while their power is active or it is wasted.

Maybe one day killers will get some much needed base kit perks like corrupt intervention. Only after survivors get half of their perks base kit though.

Sometimes you literally cannot hook. Survivors can use boil over and go to high points which, before this, was only able to be countered by slugging. Also, survivors never adapted, they cried for buffs and have gotten them every update since 6.1.

less than than 10% pick rate, something is off here
Pick rate is per individual survivor. It is possible for something to have a somewhat low pick rate, say around 5%, and still show up frequently because there are four survivors per game.

how is it boil over used quite a bit?
Because I literally see it at least once every 5 games? Just because you don't use it doesn't mean it isn't used.

there are hooks all over the place, it's so difficult to pull this off, I can't believe you guys are talking about this
be real, tell me how many times have you guys lost a survivor for boil over in the last month?
Boil over is still used quite a bit. If a survivor goes to a high point on a map or a dead zone, because some maps have areas with next to no hooks it is VERY easy for the survivor to get off, not to mention survivors get an offering that allows them to create dead zones. If this change goes through there is absolutely zero reason hooks should disappear upon sacrifice.

What's to stop a killer from slugging Survivor A, B and C, and then downing Survivor D which triggers the finisher Mori and ends the trial?
It's easy to see how, without anti-slugging measures in place, you could end up in a very unfun situation.
If the survivors are bad enough that every single one is able to be downed in less than 45 seconds then they kind of deserve the loss.

BHVR, what counterplay can you provide to replace that? Now anyone with boil on mamy maps will be untouchable by the killer. Are you adding hooks to those locations that are out of the way?
Also, this is giving a tremendous buff to survivors, on top of the tremendous buff to gen speed repairs with hyperfocus being recently added (especially when mixed with stake out). What are killers getting in compensation? The auto-mori only kicks in when the game is over. Survivors getting infinite use less than a minute self pickups directly affect the entire match. With the amount of SWFs out there, slugging is sometimes mandatory when they are all rushing hooks and with flashlights to keep you from hooking.
It's absolutely insane that they didn't think about this. This is already an incredibly obnoxious strategy and it will be used so much more now that there is literally no counter to it.

Yeah, its because slugging is boring. And Slugging isnt THE counter to altruistic survivor play. Hooktrading is. Slugging has been an issue for 2 years now where its simply too boring. You can spend 32 seconds recovering and never be picked up. Thats horrible game design.
As for picking up teammates, yeah, sure, with Unbreakable its a good idea to leave your teammate slugged. IF the killer slugs. With the way that killrates have been going, the main factor why there is a 39% escape rate is due to slugging. This needs to be closer to 50%. Combatting slugging is THE way to fix that issue.
Does it mean that 3k's are going to be less common? Yeah, definitely. But thats supposed to be like that. Slugging currently gives an unfair advantage. The fix that will be live on PTB will still give killers an advantage, but it will no longer be unfair.
Are there some issues with this? Yeah, in very high MMR there is, but the fix to that would be to increase pick up and hooking animations, and slightly increase movementspeed while carrying a survivor.
Slugging is the counter though. Against good altruistic survivors they will go down in the open for flashlight saves or near pallets for pallet saves. You can't hook trade if you aren't able to hook and there is where slugging as a counter comes in. With slugging being removed there is no counterplay and swfs just get stronger and stronger.

In some sense devour is also getting a buff... You can hook them instead of moriing them and therefore get some hook value if you have some other perk that gives you hook value.
That just gives survivors a chance to blind/pallet stun you.

More base kit survivor perks and nerfs for killers, fun. Expect a lot more camping and tunneling in the future if these changes go through.
