Tunneling is, and always has been, a strategy. An annoying and looked down upon strategy, but a strategy nonetheless. And, just like every single strategy, is completely optional.
Tunneling has never been caused by Survivors. It is up to the killer to decide whether or not he will tunnel, keeping in mind the situations where tunneling is the only possible move in order to win.
The only situation where tunneling is caused by Survivors is when they make the mistake of refusing to leave a dangerous area, or things like trying to fix a generator you are actively defending.
Outside of those situations, no. Tunneling is 100% within the killer's control.
I agree, however when survivors unhook right in front of the killer it guarantees they'll be tunneled. The best strategy is to unhook when they're gone (unfortunately MANY survivors can't fathom the idea)
