Yeah its just like last time with Ace in the hole when it said the wrong rarities, honestly Ace is a true at heart gambler even his perks say the wrong text at random to be either better or worse

Guessing that the so-called 'shadow-nerf' is a bug causing all tiers to display the tier 1 values.
I really hope it is only bugged and not nerfed. This perk is goated when three people take it.
