It's time to make BBQ basekit
All these topics about tunneling and camping, I don't have the magic solution but I have a little advice.
If you already nerfed BBQ by taking the BPS away(killers deliberatly went for different people just for stacks alone), at least make it basekit. if the killer can see other people, he won't be confused or frustrated when he can't find anyone after hooking and won't go back to it.
Me, when I play killer, If I can't find anyone after hooking on the gens I've checked, I'll go back to the hook just so I won't lose all my pressure by letting the unhooked guy reset and me not finding a new chase.
The only Issue is - nurse, blight, spirit.
Maybe make this basekit change not work on killers that have high mobility, but that's something that probably wouldn't happen.
Also, make some bonuses for playing for hooks. why as a killer if i want to win really hard(example) not tunnel? I have no incentive to go for other people other than being nice, If survivors don't have incentives to NOT finish the gen before going for the unhook just to gen rush, why a killer shouldn't finish their objective faster?

BBQ doesn't stop tunneling, you can just tunnel someone out and then hook everyone else.
Tunnelling happened a lot less before the change to BBQ. You can attribute it to any number of the perk changes in patch 6.1, but BBQ was likely a big part of it.
Many have cited that the way they played has changed without BBQ, because it served as it's own separate win condition. Many killers would be 'content' with a non-4K result if it meant they got their 4 stacks of BBQ.
That's one of the reasons I used to play BBQ as well; got a hook, go somewhere else, enjoy.
So for a basekit BBQ maybe make it so that the survivor with the least hooks / health stages lost gets killer instinct on them for 2-3 seconds. If you want to play fair that is the surv you want to go for and now you got pointed in the right direction. With killer instinct being less accurate than auras it would be of limited use to high mobility killers. It would also bypass Distortion and could bypass lockers.
Or maybe a basekit new machanic: if you haven't been in chase for x time you get a noise notification where a random survivor is on the map (as long as there is more than one surivor standing). So if you hook a survivor and go check where you assume a survivor - but there is none and after checking the tile there is still none you still have an option other than going back to hook to find a surv.
If you'd said make the 'bloodpoint bonus that was removed from bbq base kit' I'd be 100% on board with that idea. I think that would be a relatively minor change that most reasonable players should have no objective to, and it could be a positive incentive to some killers to deter tunneling.
But no, not the aura reading of the perk itself.
If anything, we've already learned the lesson that 'buffing killers will reduce the need to tunnel' is just completely untrue. It just buffs tunneling. (See: 6.1.0 extra gen time, etc.)
extra 10 seconds on a gen and a slightly faster pallet break isn't gonna reduce tunneling.
you need to make the next(!) chase easier to find, and also add some bonuses for hookinh multiple people.
There's more nuance than that. Just as "any buffs to survivor is a buff to SWF" isn't necessarily true, as the HUD icons disproportionately favour solo's over SWF, and are intended to close the gap between them.
I don't see how giving killers the location of the furthest survivors after scoring a hook could inadvertently lead to either tunnelling or camping. Maybe some opportune slugging if there's another survivor close by, but not in most instances.
I don't necessarily think the aura reading of BBQ should be basekit either, but some watered down version (like the bubble of the one furthest survivor) could be more or less a balanced addition.
No, but the mantra from some killers is that 'tunneling is necessary, we just need more buffs across the board'. That's patently untrue, because, as you said, you can give all the buffs you like and it will just stack with tunneling.
Yes, that's why I have no problem giving the BP bonus. It's a small, passive way to incentivise spreading pressure that largely has no effect other than to encourage some players to spread pressure. I think that's healthy.
My general reaction to any 'let's add X base kit' is to say no, whether it's for survivor (infinite unbreakable is dumb) or killer.
In this case, a 'base kit BBQ' just makes the divide between 'low mobility killers' and nurse/blight/spirit further and does nothing to change the fact that tunneling is still the most efficient way to win the core game.
I'm all for having discussions about map size, or how to meaningfully improve trapper and clown. But you (or op) can't honestly look me in the eye and say that a trapper with base kit BBQ is going to see 2 survivors on the other side of mother's dwelling and say 'wow, I should really go get good value out of this free aura reading I have'. He's not leaving that hook.
