I just noticed that we don't have any survivor with a hoodie (hood up) yet. This game is in the age of devs releasing cosmetics left and right. How has this not happened yet?

Here is the deal, the hoodie would be part of the head, a hoodie wouldn't pair well with cosmetics that aren't hoodies, would cause problems and not look right.
They could implement a feature that would make it so you're forced to wear a certain head cosmetic while wearing a specific torso cosmetic. That would fix it
That would not fix it, why would I buy a cosmetic that limits what I can wear? Yeah, no thanks.
Because heads and torsos are not connected together, by this I mean they are separate body parts. For example look at killers they have the head, body, and weapon while survivors have head, torso, legs all except ash who has his head and torso connected. The only possible way to get this for the time being would be making a survivor like ash but that would restrict cosmetics or have be a killer.

It's because of the way cosmetics work. Survivors are split into three pieces; a head, a torso, and legs. A hoodie with the hood up would cover both the head and the torso, which would require it to take up two slots. This isn't something that's possible at the moment. Otherwise, you'd have a lot of really horrible clipping. For example, take Dwight's parachute hair and imagine how much that would poke through the top of his hood.
The Legion, on the other hand, is designed with that in mind. They are split into a mask, a weapon, and a body. Because of this, masks don't run the risk of clipping with the body (since the hoods don't cover their faces), so they can have the hook up no problem.
There are detached hoods. I own one myself. So it is very possible.
I feel like the best option for hoods would be to have it connected to the hoodie as an entire body piece, and then have the head cosmetic be completely separate, I mean, that's basically what they did with Legion's hoods.

What about overalls?! I need Farmer David (naturally he would be shirtless under the overalls).
Why cant cant we expcept that maybe someone wants to run around and look silly?..... some people wanna look silly because a hoodie wouldnt match or look good isnt a good excuse as too why hoodies haven't been implemented in the game... tis the season for hoodies.... Susie looks good in her baggy hoodie...
We also have a specific outfits tab in the cosmetics menu now. Why not just force you to wear the whole outfit in that menu?

Jokes aside maybe it isnt possible now but you guys could definitely make something happen when you set your mind to it
What if there was a survivor who has a hoodie up and the head section chooses the pattern of the hoodie, torso would change what kind of hoodie they where and legs would be the pants.
That, could be a decent alternative. Would definitely buy
