NOTE: If you have already used your master account to purchase from PlayStation Store and the PS4 error WC 40355-7 still occurs, this may be caused by the game developer itself. There may have a problem with their server. Try to purchase from them at another time or day............So it's SONY'S fault????

The Curtain Call DLC is now purchasable in the PSN Store, but after you purchase it, both Kate and the Clown are still locked. Even after trying a reboot of my PS4.

As I said earlier that seems like it's Sony NA's fault for screwing up again since they couldn't even work with Sony EU to get it done same day. Sony NA always seems to have issues doing thing judging by the complaints i always hear from my PS4 friends who play other games not on PS4 with me.

If anyone is having trouble with purchasing the chapter and the characters still locked, just restart your console thats what fixed mines.
