Best build to punish campers?
Kindred + Open Handed + Small Game + ???
Kindred and Open Handed are obvious. I love watching my teammates do gens as the killer hides near me, within that sweet 24m range.
Small Game because you know damn well they're gonna run NOED and Ruin.
What should my 4th perk be?

Bond or Botany would be my choices. That being said, an Exhaustion perk would probably be the majority choice.
I would go for an an exhaustion perk, either Lithe or Dead Hard.
Go with Lithe and lower your chances of going down. I'm using it since few weeks and I'm losing killers pretty fast.
Use an exhaustion perk or some sort of perk to waste more of the killers time. But try to get totems before hand to get rid of pesky NOED

seems to be the current favored build according to some people I asked.
(This is a joke. Punishing campers is not something you need to do anymore. They lose an insane number of blood points for it now. Even more so than before.)

No Mither, Borrowed Time, Deliverance, Kindred.
Basically if you see someone getting camped just YOLO save them. It sounds crazy but hear me out. As long as you can do the unhook, even if the killer was a LF and they chainsaw you both, while you go down the other guy gets BT. Killer is now FORCED to take your hook since you can self revive. If they don't, well you just get up and keep playing. But they probably will take your hook, and if they do the BT guy gets away. Now you are on a hook, with Kindred active. Wait until the right time and use Deliverance (because that YOLO save is a guaranteed safe rescue unless the guy was complete potato).
Of course this requires your team to have some heads up what you are planning so maybe message them ahead of time "do not ever come to save me". You have NM so you can't be slugged, and you have Deliverance so you can rescue yourself from the hook.
It's risky, yes, but I've used this tactic against many campers and it works very well. You just have to make sure you don't get caught first is all, and you need to be willing to accept that you will mostly likely, almost definitely die. But if you do it right everyone else escapes. GG killer.

Kindred obviously punishes camping, Open-Handed helps when you're in an area with multiple floors and the terror radius can be masked despite not actually being far away.
Breakdown prevents the killer from hooking you in the same location if you were to be downed immediately, best case scenario the next hook is out of range and they're forced to slug you instead. Also, if anyone else were to take the fall for you, the killer is forced to change location, hopefully in a more preferable location, either way they're out one hook.
Adrenaline helps you run out if you were hooked before the last gen was completed and camped after. Combining this with Breakdown allows you to ensure you're running as far away from the killer in as short of a time as possible.
@brokedownpalace Camper=Everyone depips. The best you can do is struggle till the end and waste every possible second.
Your 4th perk should be Decisive Strike for those moments that survivors decide to farm you from the camper.
