My recommendations for anyone who wants to play Legion
Legion can be difficult, but you do get a lot of DC's, I like Legion but what I see as needed is his power needs to be useful and beneficial, not just something you avoid until last second.
Some tips:
When you are in Feral Frenzy with Legion, you gather farther distance if you constantly lunge with him, so using Unrelenting will help you recover faster and gain more distance, it is also easy to get stacks with Save The Best For Last so you can get in more hits per Frenzy. Play With Your Food would also benefit due to a cool down in token loss, you can smack twice easily.
TR related perks that boost you is AMAZING as well, such as Monitor and Abuse, Distressing, Overwhelming Presence, Unnerving Presence, and Coulrophobia, BP gains plus they suffer from inefficiency while you have better Aura reading abilities.
Since you are slow, abilities like Bamboozle, Fire Up, Enduring, Spirit Fury and Brutal Strength would help catch up.
Thanatophobia and Dying Light would work well together, you hit survivors easily so they don't heal against you, Thanatophobia Legion is a nightmare, add with Hex Ruin and Discordance? No gens done and easy rush, works with Freddy as well.
Knockout and Deerstalker would work nicely, never having to worry about wasting your time with the hook and being able to down and hit all of them at once, Franklin's Demise works on his Feral Frenzy. ;^)
Do not even add a single exposed perk to you, Frenzy does not trigger Exposed.
Pop Goes the Weasel would be useful as you would be able to reach a gen easier. Overcharge would combine well with this.
Using Bloodhound means you can look down and follow the blood and not activate a chase, easy for a track and smack (x2 winking).
That's all, never used Exposed, again, Noed is not worth it. Only in end game builds.

NoeD is handy for Legions who don’t want to constantly use Feral Frenzy. Gotta remember the legendary M1 Legions, those who take not healing as an advantage with Thanatophobia. I’d suggest for anyone who likes to use that to their advantage that they should take Thanatophobia, Stridor, Nurse’s, and either NoeD (end game) or Sloppy(all game). It’s a good combo for those who like to use M1 and not waste frenzying on someone who is injured, but that’s just a preferred build of mine. ;)
I will give out facts for legion that you missed
You have also forgotten that lockers do not hide Survivors from the Legion's Killer Instincts. Allowing you to grab a survivor off a locker if they thought hiding would save them.
This is no place for cowards.
There is only 3 ways to play legion optimally and as fun as possible.
#1: Sloppy/Bloodhound/BBQ/Ruin
Any add ons
Smack 1 target twice, backoff, follow the trail like scooby doo, but keep your distance until bleed out bar reaches either 0 for a gurantee down, or 33% so you can 1 shot with 1 feral frenzy stabby stab.
#2: Dying Light / Remember me/ BBQ / Ruin
Franks Mixtape + either increased feral frenzy speed or longer duration
Equip green mori, with mixtape it takes 3 hits to down obsession (3 stacks of remember me), then mori them as soon as they get off the hook by downing with another 3 hits (boom 6 stacks easy and obsession is dead, nobody opening the gates)
#3: Monitor & Abuse / Sloppy Butcher / BBQ / Ruin
Cold Dirt (lower cool down) + Mixtape that lowers cooldown
"HeAlINg iS pOIntLesS aGaINsT LeGIoN!" Lol bet. smack a survivor once, chase them while in frenzy as they boost off, end frenzy slightly ahead of survivor as the rage/frustration thing the legion does is literally only 1 second with these add ons, then give em a smackin'
My tip: don’t.
This is why I take a CD add-on with him. Cause I like to frenzy, hit them, and then M1 to finish them.
And since most people don't heal vs legion, this is my whole game.
