Vigil was massacred in the 10.1.1 update
Is there any way to have this revisited? I know the dev note said that there were concerns on the lower tier amount of time. That's not even my complaint, what about the seven other status effects it used to work on but doesn't anymore??? Now it's just an exhaustion reducer? That's awful. What happened here and why?

They changed it because the perk Vigil reduced Killer Power effects, killer perks, killer addons all by 66%.
Certain killers such as Clown, Freddy for example would get hit hard by vigil. The hindered applies from their powers would just dissolve very rapidly. This is just to name 2 examples.
i agree, the other status effects were why i used vigil. Boo hoo 2 killers got hurt by it but now there isn’t anything that reduces exposed so nurse/blight/ghoul etc with friends is still super oppressive.
The perk should be restored to its former 66% with the outright removal of exhausted and hindered portions.
It's clear that BHVR is now completely out of touch with the majority of their player base. Pushing through the Vigil nerf and buffing the Judgment is just a big slap in the face for survivors.
I just want Exhaustion reduction to go back to 40% tbh. 4 second nerf in numbers isn't that bad though.
I mean, to the effect and empathy of your own argument… "boo hoo 1 perk got hurt by balancing two killers"?
I'd be all for seeing it not effect exhausted and hindered, but be returned to 66% though. I think they changed it to exhaustion only because that's what they thought the player base would prefer.
BHVR probably could have just removed it affecting hindered, but no one should really be surprised that BHVR does a terrible job at finding the middle ground with their balance changes.
But it was unfair for a perk to counter 2 specific killer powers when we have already moved away from that kind of design space years ago.
Anyone who thinks this change is a good one I'll never understand, there was a better way to nerf it. It's barely its namesake as a perk anymore.
I would have much preferred it if instead of this nerf, they made it so Vigil cannot affect teammates, but only affects the person running it. If multiple people want the vigil benefits, they all would have to equip the perk. The current nerf has basically reduced the perk to the old Vigil that no-one was using because it was trash. The numbers could have easily been reduced from 66% to what they were before the last buff (I think 40%).
So these 2 nerfs instead of the gutting that was done. BHVR did the same mistake with Eruption and Thanatophobia: after the last buff, when they proved to be too strong, instead of simply reverting the last buff, they gutted both perks. Same thing happened to Vigil now. As if reverting the last buff and then monitoring the state for a few weeks is some kind of forbidden practice.
Apparently it's bugged anyway so it still affects other statuses lmao
I think there's 2 ways they can go with this, they can either revert the latest percentage nerf (back to 40% or maybe even increase to 45%) and leave it Exhausted-only, or leave the percentage at 30% and add some (but not all) other status effects back.
If they go the 2nd route, I would choose Blindness, Broken, Exhausted, and Oblivious to be affected (and only those). Why these specifically? Because they're the ones where shortening them a bit doesn't make them irrelevant a large portion of the time. If you can't see auras or can't hear the terror radius for a while, there's still a good chance that will make a difference even if it's a bit shorter. Broken still prevents healing for a duration even if shortened (and made Vigil have synergy with a couple more survivor perks) Exhausted is the main draw of the perk so obviously it shouldn't be removed.
Exposed, Hemorrhage, Hindered, and Mangled, on the other hand, simply are weakened too much by being shortened. Exposed is often balanced such that it lasts long enough for the killer to have a chance at value but not long enough that it's guaranteed (which is a good thing), so it often works out where if the killer does get the one-shot it's near the end of the duration but Vigil just ruined that completely and made most of those perks not worth using. Mangled/Hemorrhage being shortened often made it useless since it just meant by the time you got unhooked, the effect was already completely gone and it didn't do anything. Hindered has the issue where it just robbed certain killer powers so I think at this point it's best that it be left off.
But yeah that's my thoughts on it, the initial nerf from PTB I don't think was really enough but what happened to it today was a bit of an overcorrection.
