I believe it would be overkill. For example a survivor could bring an anti tunnel perk, an anti camp perk, an anti slug perk, a faster healing speed perk, and anti totem perk, with a big toolbox and brand new part. Something for nearly every situation in the game.
And killers being able to bring 5 totem perks, 5 generator regression perks, 5 aura perks, would all be even more oppressive than they currently are.
It is fair that both get 1 extra perkslot. Would be a very fun consept to try in a game mode!
Because I see plp are against this already in the comment section. Not everyone is as open minded. Plus with the Diminishing returns update, this would even out just fine tbh.

Sounds simple on paper but it would cause mass unbalance.
